ROLE SUMMARY
Responsible for overseeing regional Asia Pacific customs operations efficiently and cost-effectively, while ensuring full compliance with the laws, regulations, and policies established by Pfizer, as well as those set by governmental and regulatory bodies governing international trade.
By embedding our IMEX principles, the Customs & Compliance Operations Senior Manager will guarantee standardized workflows and process consistency throughout operations, along with the swift implementation of digital tools and innovations to enhance routine tasks across the organization.
He / She will develop and sustain an effective team by focusing on attracting, onboarding, and training new members. Additionally, will ensure the continuous development and growth of colleagues to help them reach their full potential.
The incumbent will ultimately report to the Customs and Compliance Lead and serve on the Customs & Compliance Leadership Team. Additionally, will collaborate with the LT to drive the T2 Blueprint, sponsor specific initiatives, and be an integral part of the T2 Leadership Ecosystem.
ROLE RESPONSABILITIES
Functional Core:
• Manage, organize, and oversee the daily customs activities in the Region, executed by local colleagues, regional teams, or external partners.
• Ensure operational compliance with the laws, regulations, and policies set by Pfizer, as well as governmental and regulatory bodies overseeing international trade.
Make sure accurate documentation and instructions are promptly sent to brokers to facilitate customs clearance, comply with import-export regulations, prevent delays, penalties and potential compliance violations.
• Ensure special licenses, permits, or certifications are in place for products being imported or exported due to their nature, destination, or intended use.
• Maintain a positive reputation with authorities by developing an effective working relationship between our operations and local customs officials.
• Maintain consistent communication with local customs authorities to ensure that existing customs authorizations are reviewed or adjusted promptly according to the business needs.
• Support the team to address daily technical challenges and escalations.
• Monitor laws, regulations, policies and programs in the region to ensure they are properly implemented.
• Make sure to promptly review or update existing customs authorizations to meet the business requirements.
• Manage and oversee regional litigations, ensuring they follow the global strategy.
• Work with Pfizer operational stakeholders to optimize efficiency and effectiveness in areas like Customer Fulfilment, Global Transportation Solutions, Quality and Finance.
• Enhance operations through insights gained from internal controls and litigation outcomes.
• Benchmark operations within region and across the globe.
• Collaborate with GTC to identify and execute opportunities that enhance compliance within the Region.
• Support of and participation in projects relevant to the team.
• Accountable for achieving the key performance indicators targets within an assigned Region.
Leadership Ecosystem:
• Through the leadership ecosystem, translate the Customer Fulfilment T3 Blueprint into the priority goals for Customs and Compliance T2 level, establishing a clear vision.
• Embed the IMEX framework at T2/T1 ensuring process adherence and resilience in all key processes.
Set clear performance standards for the Customs and Compliance Operations team and taking accountability for the achievement of these standards.
Talent Management:
• Accountable to ensure comprehensive onboarding, training and development programs are in place to meet the needs of the role and develop new capabilities to drive greater capability and process efficiency into the future, aligned with the T2 and T3 Blueprint.
• Orchestrate and execute robust talent management and development programs across the Customs & Compliance Operations team, in a manner that promotes diversity, equity and inclusion always.
• Promote and encourage growth gigs and zig zag moves in partnership with peers and colleagues across GSC and PGS
Budget / Financial Management:
• Ensures budget setting is in line with the company’s goals and that an appropriate budgeting / volume model is maintained to quantify resources needs.
• Governs and prioritises functional needs in close collaboration with key stakeholders.
• Manages budget needs for specific capability development projects and initiatives.
BASIC QUALIFICATIONS
• Bachelor’s Degree international trade, supply chain logistics or related field and 7 – 10 years of experience of import and / or export and other trade compliance operations preferably in a pharmaceutical industry, consultancy services.
• At least 3-5 years in leadership roles.
• Ability to lead customs operations and compliance team with a leadership approach that energizes, motivates and facilitate teamwork while encouraging innovative ideas, approaches and accountability.
• Expert knowledge of import and export regulations, customs laws, trade sanctions, embargoes, licensing requirements and trade agreements such as free trade agreements and preferential trade arrangements.
In-depth knowledge and experience with internal and external regulatory audit programs.
• Experience with leading, executing and maintaining Compliance programs.
• Ability to prioritize, quickly synthesize information and apply regulatory requirements to a variety of scenarios.
• Must exercise excellent judgment, make decisions based on a clear understanding of the regulations, deploying strategies to conduct compliant business.
• Excellent verbal and written business communication, as well as strong organizational, project management, analytical and negotiation skills.
• Creative, curious and adaptive learner willing to seek out continuous improvement opportunities while minimizing business risk and driving the Company to meet objectives across multiple areas.
PREFERRED QUALIFICATIONS
• Master’s degree.
• SAP GTS Knowledge.
• Professional trade certifications or similar.
• Proven track record driving positive change in a complex environment.
• Demonstrate strong problem – solving skills based on facts, data and understanding of the regulatory requirement in complex and evolving environments; must be able to apply sound risk management.
• Able to handle organizational complexity and ambiguity.
