The Sr. Specialist, Candidate Programs leads advanced operational oversight of the Background Check Program, candidate screening lifecycle, ServiceNow case management workflows, and employment-related compliance initiatives, including support for Labor Certification processes in partnership with Legal and Immigration teams. This senior role has accountability for program governance, vendor relationships, cross-functional compliance, case resolution standards, and operational risk mitigation.
The Sr. Specialist manages complex domestic and international screenings, oversees case management processes within ServiceNow, supports Labor Certification documentation and coordination, contributes to M&A integrations, and drives continuous improvement initiatives to optimize program performance and candidate experience.
The role partners closely with Legal, Immigration, Talent Acquisition, HR Operations, Risk, IT, and third-party screening providers (including Accurate) to ensure program integrity, regulatory compliance, case SLA adherence, and operational efficiency. Success is measured by program risk reduction, vendor performance, SLA attainment (including case resolution SLAs), audit readiness, Labor Certification process accuracy, and successful delivery of project objectives such as M&A transitions and system integrations.
Job Responsibilities:
- Provide operational ownership of the end-to-end background check program, including domestic and international screening workflows, adjudication frameworks, compliance controls, and ServiceNow case management standards.
- Act as the escalation point for complex background check cases, ServiceNow case escalations, legal inquiries, and vendor disputes; coordinate with Legal and Risk for case review and final decisions.
- Oversee and optimize ServiceNow case management workflows related to background screening and candidate compliance, ensuring proper documentation, categorization, reporting accuracy, and SLA adherence.
- Analyze ServiceNow case trends and metrics to identify recurring issues, compliance risks, training gaps, and opportunities for process automation or operational efficiency.
- Partner with Legal and Immigration teams to support Labor Certification (PERM) processes, including coordination of recruitment documentation, candidate data validation, audit file preparation, and process tracking to ensure regulatory compliance.
- Support data integrity and documentation requirements related to Labor Certification cases, ensuring alignment between Workday ATS records, recruitment postings, and required audit materials.
- Own vendor relationships and contracts with screening providers; manage service level performance, coordinate vendor remediation, and lead vendor selection activities as needed.
- Lead candidate data governance within Workday ATS and related systems, ensuring high-fidelity data, scalable integration processes, and integrity between ATS and HRIS.
- Drive program improvements and automation initiatives to reduce turnaround times, improve data quality, enhance case resolution efficiency, and increase operational effectiveness across screening and Labor Certification workflows.
- Support M&A and large-scale project teams by designing screening strategies, executing bulk screenings, managing integration timelines, validating transferred data, and assessing immigration or Labor Certification impacts.
- Develop and maintain comprehensive SOPs, adjudication matrices, ServiceNow case handling procedures, Labor Certification process documentation, audit files, and training materials for recruiters and peers.
- Mentor and provide operational guidance to Specialist-level staff; oversee quality assurance reviews and ensure adherence to screening, compliance, and case management processes.
- Manage vendor/system integrations (e.g., ATS connectors, API workflows, ServiceNow workflows), coordinate with IT and vendors for testing, and support post-launch stabilization.
- Ensure compliance with international screening laws, Department of Labor requirements related to Labor Certification, data privacy regulations, record retention standards, and enterprise case documentation policies; coordinate with Legal on policy interpretation.
Education and Work Experience:
- Bachelor’s Degree OR combination of education and experience deemed equivalent (Required).
- 3+ years of experience in background screening program management, recruiting operations, immigration program coordination, HR compliance, or shared services case management (Preferred).
- Experience supporting Labor Certification (PERM) recruitment processes in partnership with Legal and Immigration teams (Preferred).
- Proven experience managing domestic and international background screening initiatives and vendor relationships (Preferred).
- Experience with Workday ATS and integrations between ATS and HRIS systems (Preferred).
- Experience using ServiceNow or similar enterprise case management systems, including workflow optimization or reporting (Preferred).
- Experience supporting M&A integrations, bulk screening projects, or large-scale program implementations (Preferred).
- Experience with Accurate or similar background screening vendors and platform management (Preferred).
Knowledge, Skills and Abilities:
- Advanced knowledge of background screening best practices, adjudication frameworks, and regulatory compliance for domestic and international screenings (Required).
- Working knowledge of Labor Certification (PERM) recruitment requirements, documentation standards, and Department of Labor compliance expectations (Preferred).
- Demonstrated experience managing and optimizing ServiceNow case management workflows, including SLA tracking, reporting, and escalation management (Required).
- Demonstrated vendor management skills including SLAs, performance reporting, and remediation oversight (Required).
- Strong experience with candidate data governance in Workday ATS and experience managing integrations with HRIS systems (Required).
- Proven ability to analyze program and case metrics, build dashboards, and translate data into actionable program improvements (Required).
- Excellent stakeholder management skills; able to present complex compliance and case management topics to Legal, Immigration, HR leadership, and cross-functional partners (Required).
- Project management experience supporting cross-functional initiatives such as M&A integrations, system implementations, immigration program coordination, and process migrations (Required).
- Leadership and mentorship capabilities supporting peers and promoting operational excellence (Required).
- High level of integrity and discretion handling sensitive candidate and employee information (Required).
- Proficiency in Microsoft Office suite, reporting tools, and case analytics dashboards (Required).
