Job Description:

Parsons is looking for an amazingly talented Senior Cost Engineer to join our team! In this role you will get to manage cost estimation, budgeting, and cost control processes for large-scale infrastructure projects, particularly in the airport sector. The role requires a detail-oriented and proactive individual with strong financial management skills, a deep understanding of construction processes, and the ability to collaborate with multiple stakeholders to ensure that projects are completed within budget and on schedule.

What You’ll Be Doing:

Cost Estimation & Budgeting:

  • Develop and manage detailed cost estimates for all stages of large-scale infrastructure projects, including airport construction and expansion.

  • Collaborate with project managers, engineers, and procurement teams to define project scope and accurately estimate costs associated with materials, labor, equipment, and other resources.

  • Assist in the development of project budgets and monitor costs throughout the project lifecycle to ensure alignment with financial targets.

Cost Control & Monitoring:

  • Implement cost control procedures to monitor expenditures against the approved budget, identifying potential cost overruns and taking corrective actions as necessary.

  • Prepare and maintain cost reports, ensuring that any deviations from the budget are clearly communicated to senior management and project teams.

  • Conduct regular cost reviews and audits to ensure financial accuracy and transparency across all project activities.

Risk Management & Financial Forecasting:

  • Identify potential financial risks related to cost overruns or project delays, and propose strategies for mitigating these risks.

  • Provide financial forecasts and recommendations based on ongoing project developments, ensuring that the budget is adjusted as needed to reflect changes in project scope, timelines, and market conditions.

  • Collaborate with senior management to develop risk mitigation strategies and ensure financial performance aligns with organizational goals.

Procurement & Contract Management:

  • Work closely with procurement teams to evaluate contractor bids, ensuring that costs are competitive and realistic.

  • Assist in the preparation and negotiation of contracts, ensuring that cost-related terms are favorable and align with project financial objectives.

  • Review and approve contractor invoices and change orders, ensuring that all payments are within the project budget and reflect the scope of work.

Cost Reporting & Stakeholder Communication:

  • Prepare detailed and accurate cost reports for stakeholders, including senior management, project teams, and external partners.

  • Present cost analysis and financial forecasts in a clear and concise manner to senior leadership, highlighting any significant changes, risks, or opportunities.

  • Provide recommendations for cost-saving measures and optimization strategies to ensure efficient resource allocation.

Process Improvement & Best Practices:

  • Continuously assess and improve cost engineering processes, identifying opportunities for automation, improved accuracy, and enhanced efficiency.

  • Stay updated on industry trends, best practices, and new cost management tools or software to streamline cost engineering practices.

  • Lead the implementation of cost control systems and processes across the organization to ensure standardization and consistency.

Team Leadership & Development:

  • Mentor and lead a team of cost engineers, providing guidance and support in the development of cost estimates, reports, and financial strategies.

  • Conduct performance reviews and foster a culture of continuous improvement within the cost engineering team.

  • Ensure that team members stay current with industry trends and advancements in cost engineering techniques.

What Required Skills You’ll Bring:

  • Education: Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field. Professional certifications (e.g., AACE, RICS) are preferred.

  • Experience:

    • Minimum of 8-10 years of experience in cost engineering or cost management, with at least 3-5 years in a senior or leadership role within large-scale infrastructure projects (airport-related experience is a plus).

    • Proven experience in cost estimation, budgeting, and cost control for complex projects.

    • Strong knowledge of cost estimation software (e.g., CostX, Procore, or similar) and advanced proficiency in Excel and other reporting tools.

  • Skills & Knowledge:

    • Strong understanding of construction and engineering processes, including knowledge of airport infrastructure projects.

    • Expertise in cost management, forecasting, and financial analysis techniques.

    • Excellent communication skills, with the ability to present complex financial information to diverse stakeholders.

    • Strong analytical and problem-solving skills, with the ability to identify and address potential cost-related issues.

    • Ability to work effectively with project teams, contractors, and other stakeholders to manage project costs.

What Desired Skills You’ll Bring:

  • Certifications such as AACE (Association for the Advancement of Cost Engineering), RICS (Royal Institution of Chartered Surveyors), or PMP (Project Management Professional).

  • Experience in airport infrastructure projects, such as terminal construction, airfield development, or utilities.

  • Knowledge of contract management, including terms related to cost control, payment schedules, and change orders.

  • Familiarity with project management software (e.g., Primavera P6, MS Project).

  • Understanding of international cost management standards (e.g., ICE, FIDIC).
