Job Summary:

The Women's Health Data Analyst Healthy Start for the Women's Health Service Line is a pivotal role within Wellstar, responsible for providing data-driven insights to support strategic decision-making and operational excellence in women's healthcare. Reporting directly to the AVP Women's Health Service Line, this position requires a blend of analytical prowess, technical acumen, and stakeholder collaboration to drive impactful outcomes. Additionally, this Analyst will compile, analyze, and interpret data to ensure Healthy Start program and other state funded program compliance with contract requirements, while identifying trends and addressing issues to optimize program efficiency. This role will also work with the Program Director to create reports to share across the consortium, Wellstar Health System and for on-going grant reporting requirements and documents. Impact on the Organization: The Business Intelligence Analyst plays a critical role in driving positive outcomes for Wellstar and its patients. By providing actionable insights and tools for leaders, this role contributes to: Improved health outcomes for women through informed decision-making and targeted interventions. Decreased utilization of unnecessary and high-cost healthcare services through optimized resource allocation and efficiency improvements. Higher shared savings in value-based care contracts by enabling proactive management of patient populations and risk stratification.

Core Responsibilities and Essential Functions:

HRSA Grant Primary Duties: Completion of all required training needed to analyze, aggregate, monitor or report data collected through the Healthy Start Data Collection Tools (i.e., the Demographic, Background, Prenatal, and Parent/Child forms) and standardized client-level data elements specific to the HRSA Wellstar Healthy Start Program. Monthly and quarterly reporting of the collected data on to the Program Director and Division Healthy Start and Perinatal Services (DHSPS) to remain compliant with the Healthy Start Monitoring and Evaluation Data System (HSMED). Collection and creation of programmatic reports related to all Healthy Start grant goals and deliverables. Completion of Monthly and quarterly reports for Group-Based Health Education and Case Management/Care Coordination participants using the data collection tools and screening procedure/implementation guidance/form administration process provided by DHSPS. Generate reports from the Healthy Start case management system as required for contractual compliance; monthly, quarterly, annually, and ad hoc Healthy Start Coalition Earnings and Medicaid Claims Extract and gather necessary data and claims information from the Healthy Start Billing System and database for analysis and preparation of provider payment statements Reconcile claim earnings to the funders remittance advice Prepare and submit all payment statements to providers Track all payments, earnings, and contract cap balances for each provider, and provide summary reports as needed by leadership Provide technical assistance and claim analyses as needed to our providers Prepare data files for the process of resetting provider contract caps twice yearly Claims Quality Assurance Audit Research paid claims in the Healthy Start billing system and in the State FMMIS, to ensure payment was appropriate Provide technical assistance and recommendations to providers by identifying claims that were incorrectly submitted or not submitted, to maximize revenue Document claims research activities, report claims resolution results and report on current practices and recommendations for improved claims processing and resolution practices for HSMN and Healthy Start Coalitions Prepare quarterly audit reports for Leadership and the Executive Board Quality Assurance (QA) and Continuous Quality Improvement (CQI) efforts Research and analyze Medicaid claims and Healthy Start services, to determine statewide trends and potential missing or incomplete data Develop a statewide report card on critical metrics Upholds and updates policies and procedure to adhere compliance with federal guidelines Facilitates monitoring of local implementing agencies to ensure programmatic compliance Produce semi-annual demographics, service utilization, and performance measurement reports for each local implementing agency by inputting FLOHVIS report data into user-friendly report templates Complete monthly and quarterly service utilization reports Submit annual performance and demographics reports to the federal funder Representation and Leadership: Act as a champion for Women's Health Service Line analytics within the organization, advocating for the importance of data-driven decision-making. Lead efforts to support data needs across various departments including operations, safety & quality, strategy, and senior leadership. Serve as a subject matter expert on women's health data, providing guidance and expertise to support strategic initiatives. Data Analytics and Visualization: Utilize advanced analytics techniques to extract insights from diverse datasets related to women's health services. Develop and present compelling data visualizations, reports, and dashboards to communicate key findings and actionable insights. Employ a range of technology tools to create interactive and user-friendly visualizations that facilitate understanding and decision-making. Collaboration and Governance: Collaborate with IT, Data & Insights teams, and other organizational stakeholders to ensure proper governance of data. Work closely with stakeholders to define data requirements and ensure appropriate data structures are in place for reporting and analysis. Maintain data integrity and security standards while adhering to regulatory requirements. Required Minimum Education:

  • Bachelors Business Administration/Management or Bachelors Information Technology or Bachelors Other

    Required Minimum Experience:

    Minimum 3 years working directly with customers from requirements gathering, functional design, development, and delivery of interactive data visualization. Required and Minimum 3 years working with complex data sets in a relational database environment with tools such as SQL Server, MS Access, SAS, MS Excel, and other 3rd party visualization tools. Required

    Required Minimum Skills:

    Strong background in designing and building publication-ready interactive and self-guided data visualizations using diverse sets of structured and unstructured data. High Strong aptitude toward understanding technology concepts and techniques and learning to use new data management and presentation toolsets. High Familiarity with SQL or other common query language recommended. High At least intermediate skills working with relational database structures and concepts.
