Job Summary:

This job develops Treasury strategies as an expert and work with multiple internal and external stakeholders to implement these strategies. You will be working on complex Treasury projects that are critical to operational success. Your work will inform the key decisions taken by Treasury management.

What you need to know about the role
- The US Lead position will report to the Head of Treasury Product Liquidity and New Products and be based in the US (Austin preferred, other locations: New York or San Jose)
- In this hands-on role you will support product funds flow design advisory and drive cross-functional collaboration for implementation, with a degree of focus on new business lines such as banking and stablecoins.
- You will continuously improve the Treasury assessment framework and process to support new products and business growth
- You will oversee a team handling cash operations for core product ecosystems, ensuring adequate monitoring and management of liquidity risks, internal pricing of funding and related regulatory compliance for US entities
- You will direct transformation initiatives of US cash operations, for both crypto and fiat, in close alignment with other regions, creating simplified and standardized processes that can scale globally and ensuring fit with company policies and controls.

- The Treasury New Products function supports new initiatives across PayPal globally, serving as a primary point of entry for Product and Commercial teams and enabling successful product delivery.
- The Treasury New Products team will represent Treasury for all new initiatives impacting liquidity strategies and account structures. The team partners with various departments (Product Engineering, Payment Operations, Sales, Legal, Compliance, Finance, and Technology) to design settlement models and liquidity structures for PayPal's products and services, organic or acquired.
- The Treasury Product Liquidity team is integral to the strategy & execution of liquidity to support PayPal’s global business and is responsible for ensuring appropriate management of company’s financial resources in accordance to treasury policies and procedures.

Job Description:

Essential Responsibilities:

  • Ownership of all bank administration functions, including opening, closing, and maintaining bank accounts
  • Partnering with internal constituents to identify and address banking issues
  • Developing relationships with global banking partners
  • Implementing rigor and controls to prevent misappropriation of funds and assets
  • Maintaining Treasury Management Systems usage and optimization
  • Leading, coaching, and mentoring the GCM Operations and Treasury teams
  • Coordinating and influencing transformation opportunities across the Treasury ecosystem
  • Managing treasury technology vendors and systems
  • Analyzing current treasury technology capabilities and contributing to the roadmap for scale and efficiency
  • Supporting treasury technology risk assessment for new product activities

Minimum Qualifications:

  • 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

  • You will collaborate with cross-functional and cross-regional teams to create and implement a Treasury product intake and assessment process
  • You will integrate Treasury considerations balancing cash or digital currencies liquidity management, FX risks and pricing, and cross-entity regulatory compliance into product design and execution, and support the implementation of relevant Treasury control frameworks and policies.  
  • You will apply Treasury and bank product technology knowledge to create solutions and manage end to end Treasury delivery from design through to post-launch operations.
  • You will ensure controls are designed and effective to monitor and manage product liquidity risks and regulatory compliance in US
  • You will help operational teams to root cause issues, design solutioning and execute changes to simplify and automate workflows and/or address risks or control gaps

In your day-to-day role you will

  • Enhance the Treasury assessment framework to support new products and business growth
  • Understand PayPal's payment products, partners, and roadmap as well as fit into Treasury Product Liquidity operations and account structures
  • Manage product/go-to-market initiatives and coordinate with Treasury Product Liquidity and Bank Admin Operations for change management and/or execution implementation
  • Advise on product development and co-leading design of settlement and money movement from a Treasury perspective
  • Ensure Treasury requirements (data, systems, processes, regulatory compliance) are embedded in product development
  • Act as the main point of entry for Product teams within Treasury
  • Drive the introduction and design of internal funds transfer pricing framework through stakeholder influence, requirements definition, and collaboration with modelling teams to deliver market-aligned, regulation-compliant transfer pricing
  • Collaborate with Treasury leaders and SMEs from cross-functional teams such as Risk, Tax, Legal, Accounting, Operations, Technology as relevant, to assess product impact and define any new Treasury related risks and mitigating control requirements
  • Drive process improvements and engage in business application and treasury systems design enhancements, as needed
  • Provide regular status updates to senior management and stakeholders
  • Provide guidance and oversight to US product liquidity operations, including regulatory compliance monitoring and addressing recurring issues or risk areas
  • Monitor developments in the regulatory landscape for US business lines, including licensing and associating capital, liquidity and safeguarding requirements

What you need to bring:

  • Proven track record of dealing with multiple stakeholders and ability to influence and drive initiatives from conception to successful execution, ensuring timely delivery and compliance.
  • Desirable to have experience leading assessments of new products or deal reviews
  • In-depth knowledge of global payments industry and banking treasury solutions, and broad industry network
  • Understand operational concepts around blockchain and digital assets, and able to draw parallels to fiat operations/processes/controls and risk management
  • Strong knowledge of US regulations that pertains to payments and treasury operations, with funds transfer pricing methodology design/implementation experience in banks
  • Excellent verbal and written communication skills to effectively convey ideas
  • Ability to lead others and influence stakeholders, fostering a collaborative and results-oriented environment
  • Strong problem-solving skills, with a focus on innovation and continuous improvement.
  • Ability to thrive in a fast-paced, dynamic environment and adapt quickly to changing business priorities
  • High level of integrity and professionalism, with the ability to maintain confidentiality.
  • 15+ years of Treasury/ Corporate Treasury experience in Banking
  • Bachelor’s degree in Finance, Accounting, Business, or a related field; MBA or relevant advanced degree preferred

The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:

Additional Location(s) | Pay Range:

San Jose, California | ($196,500.00 - $291,500.00 Annually) New York City, New York | ($196,500.00 - $291,500.00 Annually)

Additional compensation for this role may include an annual performance bonus, equity, or other incentive compensation, as applicable.
