About the Position

Dexis is seeking a Finance and Operations Director to support the anticipated USAID/Tanzania “Strengthening the Capacity of Local Organizations” project. This four-year activity will be a Task Order under the Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ, which aims to ensure that new, nontraditional, and local partners and governments have the capabilities and resources to serve as prime partners for USAID programming along with ensuring that USAID Missions and Operating Units (M/OUs) are equipped to work with more local and diverse partners. The Finance and Operations Director position will be full-time and based in Dar es Salaam for the duration of the project. This position is intended for local Tanzanian personnel only. This position is contingent on task order and funding. 

Responsibilities

The Finance and Operations Director will support the management and execution of the USAID project in Tanzania, with duties both technical and operational. The Finance and Operations Director will support the Chief of Party and other project staff in maintaining the administrative aspects of the project and ensuring strict compliance with USAID regulations, policies, and procedures.

  • Oversee project finance, procurement, and administration.  
  • Maintain reliable and accurate accounting records for the project.  
  • Develop financial reports for donors, including quarterly accrual reports.  
  • Review and verify the accuracy of monthly invoices.  
  • Analyze budgeted-to-actual expenditures and “burn rate”.  
  • Oversee the finance and administration, operations, and human resources project team.  
  • Oversee monthly payroll and preparation of social charges and tax remittances for staff.  
  • Retain and maintain financial records.  
  • Ensure compliance with US Government and USAID regulations, policies and USAID contract provisions, as well as Jefferson policies and procedures for finance, procurement, and human resources.  
  • Ensure compliance with Tanzanian labor laws.  
  • Provide senior-level oversight of field team operations, ensuring safety standards are met.  

Qualifications 

  • Minimum of a bachelor’s degree in a related field such as finance, accounting, or business.  
  • A minimum of five (5) or more years of experience managing finances for USAID or international donor-funded projects.  
  • Must be a citizen or permanent resident of Tanzania.  
  • Experience overseeing international donor project budgets.  
  • Knowledge of MS Excel and Word.  
  • Experience with JAMIS or similar DCAA-compliant accounting systems.  
  • Knowledge of payroll and fringe benefits.  
  • Experience overseeing the finance and accounting of USAID-funded activities strongly preferred.  
  • Professional proficiency in spoken and written English is required.   
  • Demonstrated experience in managing multi-cultural project teams with diverse backgrounds and skills.   
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, community leaders, and project beneficiaries.    
  • Strong interpersonal and oral presentation skills.
