The Space Sector is seeking a motivated and talented Mission Manager (Manager, Programs 2) to join the Space Security Software Factory leadership team. This role is with the Mission Integration Organization (within the Mission Capabilities & Operations Business Unit and the Space Superiority Division). This individual will oversee products that supports operator training and force exercises, and our related investments to develop and expand modeling and simulation capabilities for nationally important capabilities. Additionally, this individual will be responsible for:
Creating responses to RFP/RFI/ROMs for emerging missions and enhancements to current systems
Executing on early-phase and/or quick-reaction stakeholder needs while focusing on program execution and growth
Managing and executing concurrent projects
Leading all phases of assigned programmatic efforts from inception through completion
Owning the cost, schedule and technical performance of assigned programmatic efforts
Participating in contractual change management, negotiation of contracts, and contract changes
Interfacing with internal and external customers for assigned program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance
Establishing design concepts, criteria and engineering efforts for product research, development, integration and test
Working with business development and capture management team members to develop new business and enhance the product
Establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions, such as allocation of resources or changing contractual specifications
Coordination amongst functional, security and site leadership to ensure access to needed resources in support of successful project execution
Executing a project quality management system to satisfy quality requirements and create a project value system which emphasizes prevention over inspection and continuous process improvement
Leading the work of employees assigned from technical, and administrative areas. Basic Qualifications:
Active Top Secret/SCI Clearance and ability to obtain and maintain Special Access Programs (SAP) clearance at time of application
Bachelor’s Degree and 8 years, or Master’s and 6 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries
Experience leading the performance of tasks on schedule, at cost and achieving requirements as either project lead, integrated program team or cost account manager
Demonstrated success leading teams/and or organizations to achieve a common goal
Experience with agile software development and associated toolsets
Experience in the defense industry with design, operations, engineering, program management, or any other related discipline
Communications: The ability to manage communications with stakeholders to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
Issue & Problem Resolution: The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
Planning, Scheduling & Earned Value: The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations
Program Growth: The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.
Resources: The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
Scope, Configuration & Change: The ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.
Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.
Preferred Qualifications:
Active Top Secret / SCI and SAP clearance
Previous experience with Modeling & Simulation systems and concepts, in support of operator training, large force exercises and/or wargaming
Business Acumen: The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
Capture Management: Insight into customer technical and business (financial, political, cultural) requirements and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company.
Program Integration: The ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
Proposal Management: The ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).
Requirements: The ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle including an understanding of tactical space operations.
Risk & Opportunity: The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
Technical Performance: The ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.
