Position Summary

The Company’s electricity markets expert and primary representative with the RTO/ISO market operator strategic committees and work groups.  Advocates and negotiates on behalf of the company with other market participates and the market operator.   Develops strategic positions with OpCo Executive Leadership, Commercial Operations, Accounting, Transmission, Federal Regulatory Affairs, Legal, and State Regulatory.   Project management of changes to the market rules, company assets, or company strategies.  Provide leadership on internal operational issues involving market monitor inquiries, settlements dispute resolution and energy market design attributes. Deliver expertise on energy market operational issues in this rapidly changing sector of the industry.  

Essential Responsibilities

  • Externally Represent Company Interests:  Lead and Advocate on behalf of the Company by representing Company initiatives and interests at RTO/ISO/Market stakeholder meetings and forums. Collaborate with other utilities, market operator, independent power producers, municipalities, and other industry participates to achieve reliable, efficient, and effective electric markets.  Negotiate resolution of disputes with electric market stakeholders.  Execute strategies externally for advancing the company's position.  Continuously interact with regulators, stakeholder, and internal customers to identify and proactively pursue results that support Xcel Energy's policies and goals regarding matters such as wholesale energy market operations, transmission open access, standards of conduct and standards compliance policy issues and cost recovery
  • Strategy Development: Identify impacts of RTO/ISO market initiatives (competitive, regulatory, structural) on transmission and corporate positions. Develop and coordinate market design advocacy positions that are supported by Executive Management, Commercial Operations, Transmission, and Federal and State Regulatory senior management. Provide timely and continuous RTO/ISO market related information to all levels of management to ensure consistency with corporate positions and strategies.
  • Project Management: Lead a cross-functional team toward management, administration, and implementation of Xcel’s OpCos participation in wholesale electricity markets.  Serve as project manager for developing and implementing policy initiatives resulting from regional market development and similar regional efforts. Act as coordinator for the energy markets group for readiness for market startup, operations, and provide leadership in regulatory forums to ensure cost recovery.   Manage interactions with Independent Market Monitors (IMM) and the FERC Office of Enforcement on market power inquiries and related investigations.
  • Company Expert: Develop, direct and coordinate energy markets related regulatory activities at both state and federal levels associated with changing market rules and reliability standards.  Represent the Company as the subject matter expert on markets.  Collaborate with Executive Management, OpCo Leadership, Commercial Operations, Transmission, State and Federal Regulatory Affairs, Legal, and Government Affairs to identify solutions to the Company’s power market needs, regulatory initiatives, Federal and State Energy Power Market Regulatory Commission filings and Federal or legislative directives.  Develop and deliver presentations to executive management, regulatory forums, and industry groups relating to market design, regional transmission services that support markets. Serve as the Company’s expert witness in federal or state proceedings.


Minimum Requirements
 

BA/BS in engineering, business, economics, or related discipline or a combination of education and experience providing equivalent knowledge. Minimum of 10 years progressive engineering, operations and regulatory experience in the energy industry, including a minimum of 4 years combined experience working with Regional Transmission or Reliability Organizations or energy regulatory organizations. Strong business acumen and sense of urgency. Must be proactive, adept at working with other utility executives, regulatory agencies, and capable of making decisions in a rapidly changing and demanding environment. Ability to identify specific opportunities with RTO or regional market design. Knowledge of market aspects of RTO. Knowledge of tariff administration. Advanced organizational, communications, leadership, and analytical skills. Ability to use MS-Office applications (e.g., Word, Excel). Demonstrated ability to synthesize complex information. Ability to work hours in excess of 40 per week. Ability to travel overnight on a regular basis.

Non-Bargaining

The anticipated starting base pay for this position is: $122,000.00 to $173,933.33 per year
