Northrop Grumman Aeronautics Systems has an opening for a Program Manager 3 (Capture Team) to join our team of qualified, diverse individuals within the Strike Division focused on capture and program expansion efforts. This leadership role is located in our Melbourne, FL offices.

This role will lead a team within the Strike Division growth organization as part of a large, classified program.  Efforts associated with the team includes capture of new hardware/software development efforts integrated into an existing complex airborne weapon system.  The team is currently involved in the capture and execution of multiple efforts.  The selected candidate will lead the development of statements of work and program plans for product development, management, manufacturing, product support, sustainment, and fleet retrofits.

The selected candidate will also lead the development of non-recurring and recurring cost estimates to execute these plans to include detailed Bases of Estimate.  The selected candidate will have overall responsibility for all delivered proposal artifacts and then participate in negotiations for contracts typically greater than $50M.  The position requires exemplary collaboration skills working across many IPTs and enterprise business areas, as well as ability to effectively communicate the status of multiple capture efforts to various levels of leadership.

Key Responsibilities:

  • Directs all phases of proposal development through contract award.

  • Responsible for the cost, schedule, and technical content of proposals, ranging from CRAD study contracts to product development and fielding.

  • Participates in the negotiation of contracts and contract changes.

  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of new contracts.

  • Acts as primary customer contact for capture activities, leading review sessions with customer to discuss cost, schedule, and technical requirements.

  • Develops new business or expands the product line with the customer.

  • Establishes capture plans and monitors adherence to master plans and schedules, identifies issues and obtains solutions, such as allocation of resources or changing capture approach.

  • Directs the work of all employees from multiple disciplines assigned to the capture team

Basic Qualifications:  

  • Bachelors degree and 8 years (or Bachelor of Science in STEM and 7 years) of related experience as defined below, OR a Master’s degree and 6 years (or Master of Science in STEM and 5 years) of related experience as defined below.

  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.

  • Must have demonstrated success aligning teams, organizations, or employee resource groups to achieve a common goal.

  • Must have an active DoD Secret clearance (or higher) that was granted or renewed in the last 6 years or is currently under continuous evaluation, with the ability to obtain and maintain a DoD Top Secret/SCI clearance with Full Scope Poly

  • Must be able to obtain and maintain Special Program Access (PAR) within a reasonable amount of time as determined by business needs

Preferred Qualifications: 

  • Capture Knowledge and Experience

  • Experience on programs that involve integration of new capabilities into existing airborne weapons systems

  • Experience with high impact, rapid acquisition customers such as DARPA, AF-RCO, AFRL, SCA, etc.

  • Active Top Secret/SCI Clearance with Full Scope Poly

  • Current Special Program Access (PAR)

Salary Range: $156,000.00 - $234,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
