We are seeking a highly qualified, strong leader to influence and enable the strategic direction of the Maritime/Land Systems & Sensors (MLSS) Division headquartered in Linthicum, MD.   This position may be in Linthicum, MD; Sunnyvale, CA; Rolling Meadows, IL, San Diego, CA; Woodland Hills, CA; Charlottesville, VA; Annapolis, MD or Baltimore, MD (cannot be fully remote).

The candidate selected will be a key member of the division leadership team, will support the Maritime/Land Systems & Sensors (MLSS) Division Vice President and General Manager, be direct report to the Mission Systems sector’s Vice President of Contracts & Pricing and Corporate Compliance Officer.

This position will have accountability for the MLSS Contracts, Pricing and Property Management organizations.  The MLSS Division has a varied portfolio of contract types with programs spanning the full acquisition life cycle, and includes contracts directly with the United States Government, prime contractors, Foreign Military Sales, and direct commercial sales. This role will demonstrate ownership over business outcomes by leading the team to demonstrate functional knowledge and support, strong financial performance, and customer satisfaction

This is a high visibility position requiring regular interaction with and briefings to executive management at the Division, Sector, and Corporate levels in addition to regular interaction with the MLSS customers base. 

The successful candidate must be proactive, work independently, act with a sense of urgency, and possess excellent problem-solving, communication, and organizational skills.  Timely communications and quality work in a face-paced environment are expected.  In addition, the successful candidate must be able to lead an engaged, geographically dispersed team and develop highly effective customer relations. 

Basic Qualifications:

  • Bachelor’s degree with a minimum of 12 or more years of relevant professional experience or Master’s degree with 10 or more years of relevant professional experience
  • 6 or more years of Contract Management or Business Management experience
  • Broad experience in managing contracts throughout the acquisition life cycle
    • Strong technical contracts background to include proposal development and negotiation skills.
    • Experience reviewing and approving contractual documents for protection of the company’s contractual posture and adherence to company policy.
    • Experience providing advice to various levels of leadership on topics such as contractual rights, interpretation of terms and conditions, and contractual strategy
  • Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership.
    • Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS)
    • Experience in development of proposal cost or pricing strategy
  • Experience leading property management teams ensuring assets are managed throughout their lifecycle in accordance with applicable regulations (e.g. FAR Part 45, FAR 52.245-1 and DFARS 252) and company policies
  • Demonstrated experience building and developing high-performing teams that achieve success through a strong culture of early engagement, internal collaboration, and critical thinking including cross-functional/cross-organization teams
  • Ability to train and mentor others
  • Experience strategically engaging with customers to build strong business relationships, enabling RFP shaping of contractual requirements and successful negotiation outcomes.
  • Ability to lead meetings with government customers or regulatory organizations
  • Strong problem-solving and analytical skills
  • Excellent oral and written communication skills
  • Active DoD Secret or above OR DoE equivalent; as well as the ability to obtain and maintain a U.S. Department of Defense (DoD) security clearance up to Top Secret

Preferred Qualifications:

  • Active DoD Top Secret Security Clearance OR DoE Equivalent, SCI and/or SAP cleared
  • Knowledge of Government Property regulations
  • Knowledge of FAR, DFAR, CAS, TINA and other Government procurement regulations as they pertain to bid/costing proposals.
  • Knowledge of Contract Management System (CMS), SAP

Salary Range: $198,400.00 - $311,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
