We are seeking qualified applicants for the Security Operation Center (SOC) Manager position.

Position Overview

The SOC Manager reports directly to the Security Manager. Under the supervision of the Security Manager, the SOC Manager actively leads the designing and implementation of localized security solutions that safeguard personnel, business operations, and critical assets. The SOC Manager is the primary backup for the Security Manager and will be acting as FSO in the Security Manager's absence. 

The SOC Manager is responsible for helping maintain the Site Facility Security Plan (FSP) to ensure the site is prepared to respond to changes in the MARSEC Level. The SOC Manager helps direct and supervise the security programs at the site, in addition to fulfilling the regulatory mandates of the MTSA, focusing on report writing, report dissemination, records archival, information analysis, SOC workflow management, and customer service.

The SOC Manager is responsible for all internal security operations tasks and management of the Security Operations Center. The SOC Manager is responsible for managing the technical and process direction of the Venture Global Plaquemines Security Operations Team, provides easily understandable and usable operational metrics to the leadership team, and direction to the SOC team members as well as acts as a liaison to other teams within the Venture Global enterprise. The SOC Manager will also serve as an Alternate Facility Security Officer (AFSO) and cover for Security Shift Supervisors as needed.

The SOC Manager will be expected to work alongside the team to detect and respond to security incidents, develop, maintain, and follow procedures for security event alerting, and participate in security investigations. In a security environment, they need hands-on experience with email, report writing, information dissemination, data analysis, incident tracking, and customer service. The SOC Manager will also be the primary focal point for access control and CCTV systems. 

The SOC Manager will be responsible for security staffing, the day-to-day management of contract security service providers, including metrics development, management of processes and procedures, recommending security improvements, and developing, implementing, and ensuring compliance with all security policies and procedures for a Maritime Transportation Security Act (MTSA), Department of Transportation (DOT) and Federal Energy Regulatory Commission (FERC) regulated facility. 

The SOC Manager will communicate with and coordinate company activities with federal, state, and local agencies and outside organizations such as the United States Coast Guard, Department of Homeland Security, Department of Transportation, Federal Energy Regulatory Commission, and local law enforcement as required to support the Facility Security Plan.

Additional responsibilities include backfilling Security Shift Supervisors' positions as required, creating processes, assessing incident reports, and developing and implementing crisis communication plans. To generate compliance reports, support the audit process, measure SOC performance metrics, report on security operations to business leaders, and supervise records management programs.

Responsibilities and Essential Duties

  • The SOC Manager is the primary backup to the Security Manager and will be the Acting FSO in the Security Manager's absence.
  • Supervise and monitor the quality of services provided by the Security Operations Center and contract security services in support of the site's Facility Security Plan (FSP)
    • Recruit, select, train, assign, schedule, coach, counsel staff
  • Provide exceptional operational management, analysis, and investigation of security incidents
    • Communicate job expectations; planning, monitoring, appraising, and reviewing job contributions
    • Contribute security information and recommendations to strategic plans and reviews
    • Prepare and complete security action plans; implement production, productivity, quality and customer-service standards; resolve problems; complete audits; identify trends
    • Act as liaison between the Security Operations team and the company's technical management staff
    • Work independently and/or collaboratively with the management team to set and/or implement policies, procedures, and systems and to follow through with implementation
    • Communicate all operating policies and/or issues at department meetings
    • Plans, schedules, and reviews workload and workforce to make sure metrics are being met most efficiently
    • Inform the Security Manager about performance and issues, including escalations
    • Verify discovered vulnerabilities; correlate and collate the information; and create reports that communicate the results of the analyses to people who need to know them (e.g., C-Suite, executives, government decision-makers, security officials)
    • Experience managing standards, developing Security Operations Process
    • Proven experience with multiple security event detection platforms

KNOWLEDGE AND SKILLS

Knowledge

  • Knowledge of security management, policies, standards, procedures, best practices, and the Maritime Transportation Security Act (MTSA) is essential.
  • Working knowledge of relevant U.S. Coast Guard, MTSA, Transportation Worker Identification Credential (TWIC), Department of Transportation (DOT), and Federal Energy Regulatory Commission (FERC) programs and regulations preferred.

Skills

  • Proven written, verbal, and interpersonal communication skills.
  • Proficient in using Microsoft Office Suite Tools (Excel, Word, PowerPoint).
  • Effective communicator at all levels of an organization and with individuals and groups from different disciplines, industries, and governmental agencies.

  • Able to make decisions on complex security issues in real-time in a way that appropriately manages security risk without unduly impacting site operations.
  • Able to proficiently schedule, coordinate, plan, and monitor multiple projects simultaneously.

EDUCATION AND EXPERIENCE

Education, Training, and Certifications: An associate degree or higher in Homeland Security, Security Management, Emergency Response, Criminal Justice, or a similar discipline is required. Equivalent military, security, investigative, and/or law enforcement work experience may be considered.

Experience: Minimum of eight (8) years of experience in site security or facility security operations, criminal/administrative investigations, or equivalent law enforcement or military experience. Recent experience as a Facility Security Officer (FSO), Assistant Facility Security Officer (AFSO), or in a site security and emergency response role is preferred. Knowledge and understanding of the Incident Command System is required.

FREEDOM TO ACT

The Security Supervisor requires minimal supervision and must exercise discretion independently. The Security Supervisor works on unique and complex assignments/projects with limited guidance.

WORK CONDITIONS

  • Required work schedule: Monday through Friday, 8-hour shifts. Must be available for stand-by/on-call duty on nights, weekends, holidays, and after regular business hours.
  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type, and write.
  • Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to 40 feet or more, and lift and move objects weighing up to 20 pounds.
  • While performing the duties of this job, the employee will work indoors and outdoors and be exposed to year-round weather conditions, ocean environment, noise, and occasionally process gases and vapors.
  • Specific vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Subject to drug and alcohol testing, per applicable federal regulations.
  • Must have a Transportation Worker Identification Credential (TWIC).
  • The candidate is expected to complete an approved MTSA Facility Security Officer course satisfactorily.
