Intel Federal LLC is a wholly owned subsidiary of Intel Corporation responsible for managing Intel's business with the US Federal Government. We collaborate with sales and marketing, government affairs, and Intel business units (BUs) to develop and execute programs for US Government (USG) agencies. Intel Federal works with and across the defense industrial base (DIB) and systems integrator (SI) ecosystem to deliver mission solutions to USG customers.

 

Intel Federal's Mission: Drive rapid, sustained, profitable growth of Intel's business in the Federal markets in partnership with product, research, and foundry teams while maintaining compliant execution of programs. Our objective is to establish Intel as the national champion for semiconductors.

 

The Director of Federal Capture Management is a senior leadership role responsible for overseeing and directing all capture activities within Intel Federal LLC. This individual will lead the development and execution of capture strategies aimed at securing government contracts, grants, and research programs with various federal agencies engaged in microelectronics procurement or research. The Director of Federal Capture Management will collaborate extensively with Intel's partners within the Defense Industrial Base (DIB), including prime contractors, subcontractors, and other key industry stakeholders. This role requires a deep understanding of the defense ecosystem and the ability to navigate complex partnerships to enhance Intel's competitive positioning and achieve our strategic objectives within the federal market.

 

Specific Duties include:

  • Work closely with executive leadership, sales teams, and federal segment leads to drive growth across the full portfolio of government business.

  • Collaborate with business development to develop a tightly aligned lifecycle spanning early deal awareness through pursuit and capture.

  • Lead the development of win strategies, supported and executed through a mature capture planning process.

  • Coordinate a matrixed team of functional, technical, and support specialists to deliver compliant proposals with differentiated value.

  • Work with senior management to balance priorities and to focus resources on the optimal targets aligned to Intel Federal strategy.

  • Establish strategic internal and external relationships to support Intel's competitive positioning within the federal market.

 

This role requires a collaborative leadership and influencing approach. The ideal candidate must be capable of influencing a broad set of internal and external stakeholders across all levels from IC to senior executive, within Intel and across government and partner organizations. This is a highly cross-functional role which requires extensive capture expertise, business development experience, PnL experience, organizational acumen and stakeholder management skills. Candidates must have extensive experience driving growth strategies, possess excellent written and oral communications skills, and have a good understanding of Intel's technology portfolio. Deep experience working within the USG government contracting ecosystem is critical. Expert level understanding of industry standard business development lifecycles, financial management, and capture processes is a must. International experience is desired.

Qualifications:

Candidates must possess the minimum education requirements noted below and minimum required qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.

 

Minimum Qualifications:

  • US citizenship required.  This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States [federal, state and/or local] government agency customers and is subject to certain citizenship-based restrictions where required or permitted by appliable law.  To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents. 

  • Minimum of 10 years of experience in senior roles leading federal capture management, business development, sales, or related roles.

  • Bachelor's degree in a technical or business fields (MBA, engineering, math, science) or equivalent experience

  • Extensive knowledge of federal procurement processes, regulations (e.g. FAR/DFARS), and contracting vehicles.

  • Proven track record of successfully leading large-scale capture efforts and winning contracts in US Public Sector markets.

  • Comprehensive understanding of the Shipley Business Development Lifecycle.

  • Excellent written and verbal communications skills both internally across Intel and with external customers.

  • Demonstrated success driving strategies and programs with USG, DIB customers, and channel partners.

  • Proven ability to drive financial performance and business growth in a Federal focused business segment.

 

Preferred Qualifications:

  • Master's degree in technical or business fields: MBA, engineering, math, science, or a related fields preferred.

  • Experience working with US government customers on programs with federal information handling and security requirements.

  • Experience with CRM tools and a track record of driving process, data, and reporting excellence across the capture pipeline lifecycle.

  • Expertise in semiconductor technology, semiconductor industry, and broader technology industry partners and customers engaged in semiconductors.

  • Experience driving federal program capture internationally.

  • Active U.S. Government security clearance.

Annual Salary Range for jobs which could be performed in

US, Washington DC:$219,352.00-$351,256.00

Salary range dependent on a number of factors including location and experience.

Work Model for this Role

This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
