Job Summary:

To provide leadership and direction for operations and business development as it relates to the Mississippi Center for Emergency Services to include budget preparation and administration, operations, strategic planning, personnel management, billing and accounts receivable, and customer service. Serves as a strategic partner with local health systems, agencies, and organizations and works with UMMC excutive leadership to support the goals of the area worked and further the mission of the University of Mississippi Medical Center (UMMC). Will provide additional leadership and guidance on the creation of further business development strategies.

Education & Experience

Education and Experience Required:

Master’s Degree in a healthcare or business related field and five (5) years healthcare experience, which includes at least two (2) years of supervisory experience.

Certifications, Licenses or Registration Required: 

Valid RN License or Paramedic License. BLS, ACLS, PALS, NRP, PHTLS, and NIMS (ICS 100 and 700) required post-hire within 90 days.

Preferred Qualifications:

Certified Flight Registered Nurse (CFRN), Certified Flight Paramedic (FP-C), or Certified Critical Care Paramedic (CCP-C)

Knowledge of organizational theory and behavior including leadership, decision-making, interpersonal conflict resolution, and group dynamics.  Demonstrated effectiveness in leadership of clinical teams, effective administrative skills, awareness of and support of UMMC strategic goals and priorities. Knowledge of the basic legal concepts and issues related to healthcare management. Knowledge of basic principles of health services research and statistical methods applied in health administration, research and quality improvement. Knowledge of the components of a quality improvement and patient safety program, quality and safety assessment and monitoring, risk management, outcomes, infection controls as well as patient-flow management. Knowledge of CAMTS and other external quality standards including performance measures developed by such organizations as the national quality forum. Knowledge of the types of data elements and information systems requirements needed for assessing outcomes, quality, safety, and appropriate utilization. Knowledge of the principles of outcomes assessment and risk adjustment. Knowledge of the principles, processes, and tools used in continuous quality improvement. Knowledge of the types of data elements and information systems requirements needed for assessing outcomes, quality, safety, and appropriate utilization. Knowledge in information systems science and technology as related to health administration. Experience in a leadership position at an academic medical center and the ability to progress successfully through academic rank.

Responsibilities:

  • Provides administrative oversight, planning and management of a state-wide, multi-site, pre-hospital transport/response/disaster management systems.

  • Negotiates, prepares, and implements contracts with outside vendors and customers to support and grow MCES operations. Ensure compliance with hospital policy and applicable regulations/laws.

  • Oversees the vision and operations of the Mississippi Center for Emergency Services to meet established goals, according to compliance standards, local, state and federal regulations.

  • Ensures accreditation and license requirements are met for continuing quality improvement.  Assists with the development and implementation of MCES performance improvement initiatives in the areas served by MCES.

  • Participates in planning, development and administration of activities that build positive community, state-wide, and national relations for the program.

  • Provides budgetary oversight for MCES services and the department to ensure fiscal compliance.  Includes grant proposals involving MCES.

  • Develops implements, oversees and evaluates strategies and long-term plans for MCES programs to meet quality and financial goals. Works closely with CAE, CEO, CMO and medical directors to discuss issues, concerns and opportunities to ensure success of the program.

  • Interfaces and develops community relationships and represents the hospital and health system in various community activities.

  • Oversees the acquisition and dissemination of provider & customer satisfaction data and assists in the coordination of medical and administrative staff in implementing improvement strategies targeting provider and customer satisfaction.

  • Prepares and writes hospital policies as they apply to transport operations, disaster response, safety, emergency preparedness and other activities that fall under the purview of MCES.
