Key Position Details:

  • 1.0 FTE (80 hours per two-week pay period)
  • 8-hour day shifts

The Program Manager – Strategy and Market Development will lead and coordinate priority initiatives aligned with the Rural Health Transformation Program (RHTP). This role is responsible for driving cross-functional execution of approved RHTP projects, ensuring alignment with system strategy, regulatory requirements, and operational priorities. The Program Manager will serve as a central point of coordination across clinical, operational, finance, and external stakeholders to advance program goals, track outcomes, and ensure successful implementation.

Key Responsibilities

  • Lead planning, execution, and monitoring of RHTP-related initiatives across the region
  • Partner with senior leadership to translate strategic priorities into actionable project plans
  • Coordinate work across multiple teams including clinical operations, finance, population health, and external partners
  • Manage timelines, milestones, and deliverables to ensure projects remain on track
  • Monitor program performance, outcomes, and reporting requirements tied to RHTP commitments
  • Identify risks, dependencies, and barriers, and proactively escalate and resolve issues
  • Support development of materials for executive leadership, state reporting, and stakeholder communication
  • Ensure alignment of RHTP initiatives with broader market and system strategy
  • Facilitate meetings, drive accountability, and maintain clear communication across stakeholders

Job Description:

Focuses on care continuum partnerships, strategic partnerships and transactions, new business development opportunities, strategic planning, and execution. This position is responsible for managing the complete project life cycle for these initiatives, from opportunity assessment through implementation in partnership with the Executive and Senior Leadership. Typically a current or previous University Fellow in process of completing advanced education.

Principle Responsibilities

  • Facilitates strategic planning efforts and synthesizes organizational strategies.
    • Supports strategic planning with cross functional stakeholders.
    • Utilizes market analytic tools and data analysis to build and inform the strategy.
    • Incorporates best-in-practice planning methodologies including completing market assessment and competitive research.
    • Coordinates capital planning and prioritization process.
    • Serves as content expert in clinical service line intelligence.
  • Supports the assessment of new care continuum partnerships, physician transactions, and new business development opportunities.
    • Develops strategies to identify new growth opportunities, prioritize, and scopes new strategic partnerships.
    • Manages business development leads in collaboration with senior leaders.
    • Collaborates with executive and senior leadership, corporate finance, legal, human resources, and marketing to develop internal negotiation parameters.
    • Researches, analyzes, and recommends findings to support the business case.
    • Assists in financial analysis activities.
    • Creates key performance indicators and measures.
    • Formulates effective and timely materials for the board of directors to review and approve.
    • Establishes and presents business case deliverables and findings.
  • Strategy execution.
    • Manages the portfolio of strategic initiatives.
    • Provides project management for system-wide initiatives and committees.
    • Ensures all initiatives and projects meet ethical and regulatory standards.
  • Other duties as assigned.


Required Qualifications

  • Bachelor's degree in business, marketing, communications, healthcare, or related field
  • 2+ years experience in Healthcare


Preferred Qualifications

  • Master's degree in business administration or health administration
  • 2+ years experience working with senior and executive leadership
  • 2+ years experience in project management or improvement systems


Licenses/Certifications

  • Project Management Professional from Project Management Institute (PMI) preferred upon hire

Pay Range

Pay Range: $44.64 to $61.76 per hour

The pay described reflects the base hiring pay range. Your starting rate would depend on a variety of factors including, but not limited to, your experience and education. Additional incentives may be available, including discretionary monetary bonuses, goal-based bonuses, and other financial incentives.
