The Digital Modernization Sector within Leidos has an opening for a Program Analyst for the GIG Service Management – Operations II (GSM-O II) contract at Scotts AFB, IL.  

The GSM-O contract scope includes Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the which provides support to the DoD Cyber Defense Command (DCDC), formerly JFHQ-DODIN in support of the Defense Information Systems Agency (DISA).  

The Program Analyst serves as a key operational partner providing structure, governance, and process rigor across a multi-stakeholder environment. This role owns the development of Standard Operating Procedures (SOPs), process documentation, readiness checklists, governance templates, and performance frameworks that strengthen program execution and elevate organizational maturity.

The Program Analyst acts as the backbone of standardization, ensuring repeatability, compliance, and clarity across TN21, Integration Services.

Primary Responsibilities

PMO Governance & Process Development

  • Develop and update standard operating procedures (SOPs), workflows, governance documents, and process maps.
  • Design and maintain program templates, forms, and readiness checklists.
  • Standardize program deliverables and documentation practices to ensure consistency and compliance.
  • Partner with PMO leadership to evolve governance models and operational frameworks.

Operational Readiness & Quality Assurance

  • Manage IT&A integration readiness checklists, process gates, and quality controls across node builds, circuit activities, and integration tasks.

Program Reporting & Administrative Enablement

  • Produce executive-level reporting on SOP adoption, readiness status, workflow performance, and compliance metrics.
  • Maintain centralized document repositories with proper version control and structure.
  • Support audits, inspections, and compliance reviews by ensuring documentation accuracy and completeness.
  • Track progress on PMO initiatives, governance rollouts, and cross-functional process improvements.

Stakeholder Coordination & Cross-Functional Alignment

  • Facilitate working groups, process workshops, SOP walkthroughs, and governance reviews.
  • Serve as a liaison between PMs, engineers, schedulers, and leadership to ensure adherence to program standards.

Basic Qualifications

  • Bachelor’s degree in business, Information Systems, Administration, Engineering, or related field; or equivalent experience.
  • 2 – 5+ years of experience in program analysis, PMO operations, process improvement, or administrative support.
  • Demonstrated experience creating documentation (SOPs, workflows, guides, templates, checklists).
  • Strong organizational skills and structured thinking, with a bias toward clarity and process definition.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint), SharePoint, and collaboration tools.
  • Strong communication, facilitation, and stakeholder engagement skills.
  • Ability to operate in a fast-paced, matrixed environment with competing priorities.

Preferred Qualifications

  • Experience supporting large-scale IT integration, network/telecom, or government programs.
  • Familiarity with DoDNet, node/circuit readiness, or IT&A activation processes.
  • Exposure to PMO governance, quality management, or continuous improvement initiatives.
  • Experience building documentation repositories, intake processes, and compliance frameworks.
  • Certifications such as CAPM, PMP, ITIL Foundation, and or Lean Six Sigma.
  • Experience facilitating workshops or training sessions for technical and non-technical audiences.

Pay Range:

Pay Range $65,650.00 - $118,675.00
