Northrop Grumman Defense Systems is seeking a Supply Chain Operations Manager 1 within the Integrated Defense Systems (IDS) Operating Unit within the Command, Control, Communications, Computers, Missile Defense (C4MD) Business Unit. This position is located on-site in Huntsville, AL. There is no full time remote/hybrid telework is available for this position.

As a Supply Chain Operations Manager 1, you are responsible and accountable for the strategy, planning, and execution of all material and services content for a multi-program Operating Unit. Acts as the global supply chain main focal point for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Supports the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, and procurement and subcontracts strategies.  Leads the supply chain program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, and supply chain issue resolution.  Briefs executive management on the status and issues affecting cost and schedule performance.

Roles and Responsibilities:

  • Cost Account Management responsibilities and manage material analysts in support of material budgets
  • Establishes and manages priorities in a fast-paced, schedule-driven environment
  • Manages cost/price analyst professionals engaged in pricing and estimating activities (both pre-proposal submission and post award during execution), spanning all contract types
  • Support Captures and Proposals; ensures all GSC proposal pricing is adequately reviewed and approved prior to submission
  • Ensures Estimating and Purchasing System compliance with Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) criteria and advises leadership of issues or risks
  • Supports all Defense Contract Audit Agency (DCAA) proposal audits in coordination and collaboration with the Sector Manager of Internal Reviews
  • Participates on major proposals and initiatives within Pricing and GSC to include Non-Advocate Review / Independent Cost Estimate (NAR/ICE) and Color Team reviews when necessary
  • Develops, communicates, and executes GSC related Risk & Opportunity Management Plans
  • Develops and effectivity communicates strategic plans to leadership
  • Makes decisions on operational issues within prescribed area and manages a staff of professionals to include mentoring, training, staff development, and conducting performance reviews

Basic Qualifications:

  • This position emphasizes skills and experience. Will consider one of following: 
  • High school diploma or GED with a minimum of 9 years of applied finance, accounting, or program control or related experience
  • Bachelor's degree with a minimum of 5 years applied finance, accounting, or program control or related experience
  • Master’s degree with a minimum of 3 years applied finance, accounting, or program control or related experience
  • Proficient with Earned Value Management Guidelines and Execution
  • Thorough knowledge of FAR/DFARS and other applicable government regulations
  • Ability to work as an integral member of the GSC team to achieve Global Supply Chain, Program and Operating Unit objectives, while maintaining full compliance during all stages of the proposal and acquisition processes
  • Must be able to travel as needed (up to 10% of the time)

Preferred Qualifications: 

  • Working Knowledge of SAP
  • Past experience with DCAA/DCMA audits
  • Professional Certifications: CPSM, CFCM, CPCM.   
  • Understanding of the defense acquisition process   

Salary Range: $109,000.00 - $164,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
