What You’ll Get to Do

CACI is seeking a Functional Analyst/PPBE Manager to join a highly diverse team of technical and functional experts at The Pentagon, Washington D.C. and FT. Belvoir, VA. This team supports multiple division of the Network Command, Control, Communications, and Computers (C4) Services Integration (NC4SI) Directorate, within HQDA, DCS G-6. NC4SI provides comprehensive planning, analytical, operational, policy, technical and management services.

In your role as a Management Decision Package (MDEP) analyst, you will be responsible for one or more MDEPs managed by the Army G-6 and support Planning, Programming, Budgeting, and Execution (PPBE) process for the Army’s IT portfolio and the Army’s network modernization efforts to deliver timely, trusted, and shared information for the Army and its mission partners. 

More About the Role

The successful candidate will be responsible for the following: 

  • Possess and maintain analytical and technical skills necessary to review technical products, conduct mission analysis, and propose solutions, via deliverables, that contribute to operational concepts and into relevant solutions.
  • Provide SME input to deliverables, meetings, and various responses to queries from senior leadership, DA staff, and Army stakeholders.
  • Provide recommendations for revisions to existing documentation including project plans, Concept of Operations (CONOPS) documentation, key management strategy options, Configuration Management (CM) strategies, working group charters, Memorandums of Agreement (MOA), and other documentation required to support government missions.
  • Assist with staff coordination, planning support, technical analysis, solution/policy development, and independent assessment/analysis of Army initiatives and other collaborative efforts.
  • Provide input on tasks and initiatives and coordinate with Army Enterprise Network and DoD initiatives.
  • Gather, develop, share, and effectively use knowledge for assigned functional areas in support of division activities.
  • Maintain functional area content, records, and disseminate information and documentation.
  • Serve as SMEs supporting Government Program Managers, MDEP Managers, and Mission Areas for operational maintenance requirements in support of existing, planned, and other technological initiatives.
  • Develop, maintain, and use key points of contact across the Army in order to support HQDA G-6 in dissemination, tracking and coordination of Staff Actions, contact lists and daily operations as required.
  • Provide PPBES skills, knowledge, and abilities supporting processes, procedures, guidance, and controls which includes support for tracking and oversight activities to meet Department of the Army and Department of Defense guidance with emphasis on emerging technology and capability sets.
  • Analyze and contribute insights to assessments regarding the validity of requirements and offer recommendations and draft documentation in support of the MDEP manager's decision.
  • Provide draft MDEP analysis and support for the division Government personnel, Installation and Infrastructure Program Executive Guidance (PEG) Integrator for IT MDEPs, and for the Equipping PEG Integrator for Strategic C2 programs.
  • Provide support to activities that include implementation of capability sets, establishment of initiatives, oversight of IT requirements determinations and evaluations, and development of Army wide strategies.
  • Provide support to Army processes, assist and coordinate with Government Technical Leads (GTL) regarding identification of requirements, development of capabilities leveraging existing technologies and/or programs.
  • Develop draft documentation needed to establish Army-wide initiatives, and assist in development or revision of existing policies, technical guidance documentation, and architecture artifacts.
  • Provide management review and evaluation support in the form of service surveillance, performance audits, and financial statement audits, all in support of determining program efficacy. 

You’ll Bring These Qualifications

  • An active TS/SCI Clearance
  • Education – bachelor's degree from an accredited institution
  • Experience – 5-7 years of relevant work experience
  • Army-specific experience and flexibility to perform at the General Officer levels of the Army

These Qualifications Would Be Nice to Have

  • Experience communicating at the executive level (GO/FO/SES)
  • Excellent oral and written English communication skills to effectively interact with varying audiences and stakeholders
  • Able to work independently with limited supervision
  • Able to discover relevant data, understand the context it is being used, and apply experience analysis to turn data into useful information
  • Knowledgeable on Business Case Analysis (BCA)
  • Knowledgeable on linkage between PPBE process phases and related data collection, reports, and requirements briefings
  • Knowledgeable about Army IT Portfolio

The proposed salary range for this position is:

$78,700 - $165,300
