Leidos Health Mission Solutions Division is seeking an experienced Infrastructure Operations Manager, contingent upon contract award, to support a highly visible Technology (IT) services effort at the Health Human & Human Services (HHS) in Rockville, MD.
This position is contingent upon contract award.
Candidate must be a US Citizen with the ability to obtain a Public Trust Clearance and have lived in the US for the past 3 consecutive years.
We are looking for an experienced Infrastructure Operations Manager to lead multiple task areas including, but not limited to Designing, Implementing, and Operating Infrastructure. The candidate will serve as a task order leader in a team environment that will maintain functionality of IT systems in accordance with HHS standards.
The type of services required to be provided are: Overall Project, Contract Management, Infrastructure Operations, NOC/SOC, Network Operations, Security Operations, UCC Operations, and Mobile Communications. The candidate is expected to work independently and collaboratively in a team environment with good communication and interpersonal skills to work in a customer-focused team environment.
Primary Responsibilities:
Lead day-to-day operation and maintain designated service delivery infrastructure, which may include, but not be limited to, network, storage, server, virtualization, operating system, platform and/middleware, and application software.
Lead planning, execution, and operation infrastructure systems and projects including process improvement, infrastructure, reporting and more, ensuring they are aligned with the customer mission and business requirements.
Ensure the successful operation of systems in an accurate, efficient, and timely manner.
Maintain maximum availability of the production systems in accordance with SLAs.
Evaluate, recommend, and install tools for infrastructure operations; and identify and report problems including, but not limited to, system, file, disk, and application problems.
Work with infrastructure teams to perform troubleshooting, repair, and escalation of incidents and problems and communicate any issues with customer and management team.
Implement and manage scheduling tools for managing/automating job execution (e.g., workflow processes, interdependencies, requirements, file exchange functions).
Participate in, or facilitate, technical meetings, conference calls and workgroups with Program staff and stakeholders. Provide meeting facilitation services and create meeting agendas, meeting minutes for face-to-face and online meetings.
Provide weekly updates and separate monthly status and invoice reports for task areas that include information on progress, cost, schedule, quality assurance, configuration management, and security services.
Support Change management, communications, and training to facilitate the timely adoption and ongoing use of new and improved services, functions, and capabilities.
Work with teams to identify and mitigate risks associated with program and project delivery. This includes assessing potential issues and developing contingency plans.
Manage project budgets, ensuring that financial resources are allocated efficiently and that the projects stay within budget.
Perform effective procurement monitoring for all HW/SW, license, maintenance, and service agreements, providing notification to customer of any expirations with government SLA requirements.
Support budgeting process and projection of fiscal year operational costs.
Basic Qualifications:
Bachelor’s degree or related field, plus 8+ years of related experience; 4+ years of experience in managing projects. Additional experience may be substituted in lieu of degree.
Must be a US citizen.
Experience managing Infrastructure Operations to include, but not limited to NOC/SOC, Network Operations, Security Operations, UCC Operations, and Mobile projects.
Candidate must have specialized experience working on multiple projects, simultaneously.
Experience hosting effective virtual presentations and meetings, using collaboration tools including video calls, file sharing, and whiteboarding.
Knowledge of Incident, Request, Problem, Configuration, and Change Management practices.
Proficient in budget planning and management.
Ability to lead teams and make critical decisions, and resolve conflicts as required.
Strong understanding of risk management principles and practices.
Desired Qualifications:
Experience with working at HHS agencies.
PMP Certification.
ITIL certification.
