Job Description

Reporting directly to the Cost Control Manager, the Cost Control Specialist is responsible for the financial control functions across the project, while providing support and expertise during all the project phases. This role must have the ability to gather validate and incorporate the data related to schedule and the impact of this on the project.

Responsibilities

  • Development and maintenance of cost control procedures for the project.
  • To form a detailed understanding of the cost and make-up of cost on the project in conjunction with the area managers
  • Management and control of project cost; and coordination (timely and accurate preparation)
  • Payment Claim preparation.
  • Provision of guidance and support to construction teams; including reporting structures and requirements, forecasting, timetable guidance, transparency (especially variation and contingency).
  • Project level forecasting.
  • Provide ‘Early Warning’ notifications as issues arise.
  • Proactively identify and recommend solutions to improve processes.
  • Analysis of deviations and corrective measures proposed in conjunction with area managers.
  • Send Analysis report to Project Director for the Steering Committee
  • Monitoring that site admins enter the cost in a daily basis with the proper cost code allocation. DAS
  • Be involve with the area manager when preparing the month end accruals/provisions
  • Responsible in coordination with the accounts payable coordinator that all the accruals/provisions are on the system on time.
  • Managements of cost transfer.
  • Compare production with progress claim.
  • Interact with procurement and program team.
  • Entry Budget in the system the official and site budgets
  • Manage the implementation of all aspects of the risk function, including implementation of processes, tools and systems to identify, assess, measure, manage, monitor and report risks.
  • Assist in the development of and manage processes to identify and evaluate business areas' risks and risk and control self-assessments.
  • Manage the process for developing risk policies and procedures, risk limits and approval authorities.
  • Monitor major and critical risk issues.
  • Manage the process for elevating control risks to more senior levels when appropriate.
  • Manage the corporate risk and control assessment reporting process as well as manage and maintain infrastructure elements (e.g. management reporting, including reporting to senior management).

Required Skills and Competencies

  • In-depth knowledge of major civil project engineering.
  • In-depth knowledge of environmental, safety and quality requirements as they relate to major civil construction.
  • Demonstrate leadership, project management, and conflict resolution skills
  • Proficient Oracle Primavera Software (P-6 Project Manager) and Microsoft Project.
  • Proficient in Microsoft, mainly Excel.
  • Proficient in cost, manpower and equipment resource loaded schedule.
  • Proficient in gathering, maintaining, reporting and analyzing schedule data.
  • Strong time management, written and verbal communication skills.
  • Strong Mentoring skills.
  • Ability to plan and manage multiple site priorities.
  • Individuals may be required to travel within Canada and elsewhere as directed.

  • Positions, hence individuals, may be subject to relocation to projects and offices within Canada and elsewhere according to Acciona resource requirements.
  • At least 10 years of experience on cost control.
  • University Degree in Civil Engineering would be considerate.
  • Excellent presentation, oral and written communication skills are essential.
  • Strong communication skills both verbal and written in English.
  • International Experience would be a plus.

Compensation is based on individual work experience, skills, education, and includes a salary range between $105k and $130k per year, full benefits, vacation and RSP matching contribution.
