The SBA and Corporate Compliance Director will be responsible for ensuring that Seneca Holdings and its subsidiaries maintain compliance with government contracting regulations, particularly with respect to Small Business Administration (SBA) programs such as HUBZone and 8(a). The Director will manage corporate registrations, lead interactions with government agencies, and assist Seneca company leadership in navigating SBA-related compliance and contracting challenges.

Key Responsibilities

  • Maintain corporate registration information in government contracting systems such as SAM.gov, SBA managed sites, and related sites where Seneca entities are certified.
  • Draft and maintain business plans and other corporate documents for entities participating in the Federal and State contracting programs, including SBA’s HUBZone and 8(a) certification programs.
  • Communicate with SBA and government officials regarding company applications, status updates, and actions impacting Seneca companies.
  • Provide counsel to Seneca company leadership on interactions with SBA officials and federal customers.
  • Negotiate and draft Joint Venture and Mentor-Protégé Agreements, ensuring compliance with SBA guidelines and requirements.
  • Collaborate with internal teams to address business development and contracting challenges related to participation in 8(a) contracting opportunities.
  • Ensure that company filings and communications with sponsors of certification programs, including the  SBA , are accurate and timely.
  • Support the Senior Director, Compliance in monitoring regulatory changes and advising the business on necessary adjustments to maintain compliance.

Qualifications

  • Bachelor’s degree in Business, Law, or a related field required. Advanced degree in Law, Business, or related field preferred.
  • At least 5 years of experience in government contracting compliance, with a focus on SBA programs such as HUBZone, 8(a), and Mentor-Protégé.
  • Strong understanding of federal government contracting processes and regulations.
  • Experience drafting and negotiating Joint Venture and Mentor-Protégé Agreements.
  • Proven ability to interact with government officials and manage corporate filings and registrations.
  • Experience with Entity Owned firms (e.g., tribally owned, Alaska Native Corporations, Native Hawaiian Corporations) a plus.
  • Experience with managing SBA certified 8(a) entities a plus.

Skills & Competencies

  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills, with the ability to effectively liaise with government officials and company leadership.
  • Ability to collaboratively solve business development and contracting challenges.
  • Knowledge of government contracting systems (SAM.gov, DSBS, and SBA systems).
  • Ability to work independently and within cross-functional teams.

Work Environment

This position is primarily office-based, with occasional travel for meetings with government regulators (such as SBA) or government agencies as required.
