Job Description:

Responsibilities

The Procurement Manager will be responsible for overseeing the management of contractual procurements (funding opportunities) administered from the Office of Public Health, Division, Public Health Infrastructure, and the Office of Science. Responsibilities include the development and execution of Request for Applications, Request for Proposals, Mini Bids, Solicitation of Interests, and/or Solicitation of Applications using an equity lens. This position will provide technical assistance and one on one support to community-based partners as needed to ensure equitable outcomes to contractors who may not have a strong programmatic infrastructure or be familiar with HRI/DOH processes and procedures.

Minimum Qualifications

A Bachelor’s degree in a related field and four years of experience in the administration or management of procurement-related activities; OR an Associate's degree in a related field and six years of such experience; OR eight years of such experience. At least two years of experience must have included supervision of staff and/or program management. A Master’s degree in a related field may substitute for one year of general experience.

Preferred Qualifications

  • Master’s degree in public health, public administration, or similar field, and/or postgraduate certification in health disparities or other relevant topics;

  • Experience working with community-based organizations representing diverse populations that address health disparities in underserved communities;

  • Experience with initiatives designed to ensure equitable access to contracts for BIPOC owned businesses, women-owned businesses, and other underrepresented businesses;

  • Experience with both Federal and non-Federal sponsor guidelines and reporting requirements;

  • Experience providing training and technical assistance to awardees, community partners, program managers, etc.;

  • Experience working directly with people from diverse racial, ethnic, and historically marginalized groups and understand the working knowledge of the concepts of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.

Travel, up to 25% of the time, will be required.

This position may require occasional work on weekends, after-hours, and holidays.
