About the Position

The Bureau of International Labor Affairs (ILAB) leads the Department of Labor’s (DOL) efforts to ensure that workers around the world are treated fairly and are able to share in the benefits of the global economy. ILAB’s mission is to safeguard the dignity at work, both at home and abroad by strengthening global labor standards, enforcing labor commitments among trading partners, promoting racial and gender equity, and combating international child labor, forced labor and human trafficking.

Dexis Consulting Group is seeking multiple local consultants to provide the services of multiple Local Evaluation Experts to support data collection fieldwork for evaluations with DOL ILAB in Malaysia, Jordan, Brazil, Colombia, Guatemala, and Haiti. The Local Evaluation Experts shall carry out on-site facilitation, data collection, site visits, and observations and support a variety of other evaluation tasks as needed, including logistical planning, communicating with and photographing stakeholders, translation, interpretation, as well as analytical and research tasks to facilitate stakeholder participation, identify and mitigate potential harm to evaluation participants, and support safe, inclusive, ethical, and culturally appropriate evaluation methods. The Local Evaluation Expert shall utilize qualitative, quantitative, or mixed methods approaches to complete the evaluation.

Responsibilities

Under the direction of the Lead Evaluator and in consultation with Dexis, the illustrative responsibilities for the Local Evaluation Experts include, but are not limited to:  

  • Review desk review and draft Terms of Reference (TOR).  
  • Support Lead Evaluator to revise the TOR, data collection instruments, field itinerary, and lists of stakeholders, inclusive of revisions responding to feedback. 
  • Manage the scheduling and logistics for data collection itinerary, coordinating with the Lead Evaluator to develop the tracking and management tools for data and consultation scheduling.  
  • Work closely with the Lead Evaluator to coordinate and schedule initial meetings for this evaluation and finalize a field itinerary.
  • Lead the logistical management of field data collection and collaborate with Lead Evaluator and Dexis home office, including maintaining compliance with federal travel regulations and Dexis policies.  
  • Lead field data collection, including conducting data quality checks on collated field data. 
  • Report all aspects of the data collection process in accordance with the TOR to the Lead Evaluator, including remote and in-person data collection.
  • Support Lead Evaluator in translating, summarizing, and analyzing data, identifying contextual and emerging trends, and drafting findings.  
  • Support the drafting of the Evaluation Report. 
  • Provide inputs to support Lead Evaluator in responding to feedback in order to finalize Evaluation Report, including final infographic summary.
  • Participate in weekly check-ins with the Dexis Program Management Unit and discussions with client, as assigned

Qualifications 

  • Bachelor’s degree OR four years of participatory research or evaluation experience.
  • At least 2 years of qualitative and/or quantitative research or evaluation experience in Malaysia, Jordan, Brazil, Colombia, Guatemala, or Haiti.
  • Fluent in the official languages of Malaysia, Jordan, Brazil, Colombia, Guatemala, or Haiti, including languages of the migrant workers’ countries of origin, both written and speaking.
  • Prior experience facilitating workshops or events in the language applicable for the context is a strength.
  • Prior experience working directly in the communities and with the populations served by the projects is a strength.
  • Lived experience related to the projects’ interventions is a strength.
  • Experience with photography and using recording equipment are a strength.
  • Fluency in English, both written and speaking, is a strength.
  • Familiarity with migrant worker issues or other vulnerable worker groups is a strength.
