We are looking for you to join our team as a Manager of Supply Chain Programs based out of Salt Lake City, UT. This position is responsible for supervising and managing multiple Supply Chain Project Managers in planning, executing, and successfully completing GSC projects within the allotted timeline and budget including managing Earned Value budgets and estimates. In addition to the ability to manage complex projects to completion across various functional organizations this role demands strong leadership qualities, excellent communication and presentation abilities, and follow-up skills.
The Manager of Supply Chain Programs is responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs. He or she acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. He or she will develop the material strategy and lead the activities for GSC in all phases of the Business Acquisition Process (BAP). He or she will ensure that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. He or she will lead GSC Program execution and will be accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. He or she will brief the PMO and executive management on the status and issues affecting Program cost and schedule performance.

Responsible for the direct supervision/management of the assigned Supply Chain Project Management staff.
Responsible for providing objective-oriented guidance and direction to subordinates utilizing GSC Management’s guidelines & general policies.
Knowledge, Skills and Direct Work involvement:
Fundamental understanding, and practical application of Program/Project Management relating to Supply Chain and its functional organizations
Full working knowledge of procedures and practices. Executes department procedures that typically affect individual employees within own department. Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommend modifications to operating policies.
Develops a team of individuals capable of meeting the organizational, programmatical, business area, and corporate goals and objectives.
Develops solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovation. Solutions may serve as precedent for future organizational decisions.
Oversee Programs, Projects, and tasks assigned to the organizational group performed by non-exempt and/or exempt employees. May accomplish results through lower-level subordinate supervisors or through experienced exempt employees who exercise significant latitude and independence in their assignments.
Program Manager responsibilities include planning and Program performance addressing cost, schedule, technical performance, and quality of a work package, subsystem, or related group of work packages.
Frequent contact with internal personnel and outside customer representatives at various management levels concerning operations or scheduling or specific phases of Programs/Projects or contracts.
Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations.
Decision-Making & Discretion/Latitude:
Makes decisions that support accomplishment of GSC objectives.
Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations or failure to complete assignments would normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, human resources and funds.
Works under consultative direction toward organizational long-range goals and objectives. Task assignments are often self-initiated with considerable latitude for independent judgment. Virtually self-supervisory
Responsibilities Include:
Manage and coach personnel to ensure Programs/Projects are completed on time and on budget including developing and defining project goals, scope, and deliverables that support business objectives in collaboration with functional and cross-functional team members, GSC management, and other stakeholders.
Ensure that, prior to program execution, all elements of the proposed program(s)-plan(s) have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
Oversea the creation of comprehensive material support plans to be shared with functional and cross-functional team members, GSC Management, and stakeholders.
Manage team and associated tasks in accordance with Project Management Institute (PMI) standards and those of the company.
Lead and coordinate Program/Project staffing and resources to ensure project milestones are met, budgetary targets are achieved, and quality standards are upheld.
Monitor Program/Project progress and ensure detailed scheduled reports on measurable items, such as milestones and deliverables are completed and presented.
Identify, minimize, and mitigate project risks throughout the project life cycle utilizing accepted and established metrics employed within the organization.
Proactively engage and communicate Programs/Projects stakeholders.
Manage budgeting and forecasting, ensuring projects are completed within the approved budget and period of performance.
Conduct post-project evaluation and identify successful and unsuccessful project elements.
Challenge impediments to excellence and continuous improvement.
Lead others through dynamic and fluid environments.
Basic Qualifications:
Bachelor's Degree with a minimum of 8 years in Global Supply Chain and/or Program/Project Management experience or related field, Master's Degree with a minimum of 6 years in Global Supply Chain and/or Program/Project Management experience or related field; OR 12 years of Global Supply Chain and/or Program/Project Management experience or related field, in lieu of degree.
US citizenship
Able to obtain and maintain a US Government issued Secret clearance
A minimum of 3 years of team lead or direct supervisory experience
Budget Management experience
Project plan creation and maintenance experience
Relationship management experience
Experienced in FAR/DFAR requirements
Experienced Microsoft Office Suite user; Word, Project, Excel, PowerPoint, and Teams
Preferred Qualifications
Project/Program Management Professional (PMP, PgMP), or Certified Professional in Supply Management (CPSM), or Certified Project Management Expert (CPRME) Certification
Experience as a Cost Account Manager within an EVMS-monitored program
Advanced FAR/DFAR familiarity and experience
Lean and Six Sigma Training and/or Certification
US Government issued Secret Clearance
Advanced utilization of data analytics, Key Performance Indicators (leading and lagging) experience
