CLASS DEFINITION

A Central Records Shift Supervisor directs and coordinates the activities and operations of the Central Records Division of the Police Department during an assigned 8-hour shift. Work of this class involves directing the activities of mail, criminal history, fingerprint identification, warrant microfilm, police report review, juvenile records, operations services and data processing work units.

Incumbents receive general supervision from an administrative superior. Employees in this class work one of three shifts: 1st Shift - 11 P.M. to 7 A.M., 2nd Shift – 7 A.M. to 3 P.M., or 3rd Shift – 3 P.M. to 11 P.M., which include weekends and holidays. Work is performed in an office where normal working conditions are encountered. Work requires minimal physical exertion.

TYPICAL EXAMPLES OF THE WORK

On an assigned 8-hour shift in the Central Records Division of the Police Department, directs and coordinates the operations and activities of the Central Records Division and ensures the provision of efficient and timely services to other divisions within the department.

Evaluates the performance of, disciplines and recommends the hiring, firing and promoting of divisional staff.

Reviews and monitors the daily shift staffing within the units comprising the Central Records Division; advises superiors on staffing problems and needs during assigned shift.

Reviews and approves requests for sensitive and confidential records and information from lawyers, the courts and other police departments.

Monitors the distribution, faxing and placing of detainers on all warrants in order to ensure their timely processing and issuance.

Monitors the booking process at the district booking stations within the City to ensure the timely delivery of booking data into the central information data base; resolves booking process problems with district officials and their staff.

Advises the on-coming shift supervisor of any divisional problems, incidences and staffing problems on the previous shift.

Disseminates and interprets new and updated regulations to staff on their assigned shift.

Answers inquiries from other law enforcement agencies nation-wide concerning outstanding and active warrants for specific individuals within the jurisdiction of the City of Baltimore.

Approves all incoming telephone and sensitive requests for criminal history information in conformance with relevant security and privacy laws and regulations.

Maintains operational logs and writes reports of activities within the division during assigned shift.

During periods when the department is on Full Emergency Status, activates and implements Emergency Status plans and operations for the Central Records Division shift; calls employees back to work in emergency situations.

Performs related work as required.

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Graduation from an accredited high school or possession of a GED certificate.

AND

EXPERIENCE: Have two years of experience in directing and coordinating the operations and activities of a central records unit within a large police central records division including such supervisory responsibilities as evaluating the performance of, disciplining and recommending the hiring, firing and promoting of others.

OR

EQUIVALENCIES: Have an equivalent combination of education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATES: Not Applicable

KNOWLEDGES, SKILLS, AND ABILITIES

  • Knowledge of police central records activities and operations.
  • Knowledge of police and related law enforcement codes and terms.
  • Ability to direct and coordinate the activities and operations of a large police central records division during an assigned 8-hour shift.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Supervisory ability.
  • Administrative ability.

Background Check                                        

NOTE: Those eligible who are under final consideration for appointment will be required to authorize the release of criminal conviction information.

Probation 

All people, including current City employees, selected for this position must complete a mandatory six-month probation. 

Eligibility 

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.                   

                                          

Education Accreditation 

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
