This role serves as a Senior Cost Estimation specialist to the Government Program Manager and Government staff members, focusing on planning, programming, budgeting, and execution (PPB&E) activities related to financial resources within the context of DOD and IC policies and directives.

 

Key Responsibilities:

  • You will manage a team of Cost Estimators and ensure consistent support quality across the client organization.
  • Develop and prepare detailed cost estimates by utilizing the knowledge of base cost estimating tools for government and commercial sources.
  • Manage project execution to ensure adherence to performance, cost, schedule, and deliverables throughout the project's life.
  • Develop cost estimates and funding options to meet project or program objectives.
  • Conduct budget and cost analysis functions in support of Geospatial technical and operational activities, encompassing the development and operation of models, tools, and techniques for budget planning, tracking, execution reconciliation, and analysis.
  • Provide support in the preparation, coordination, and presentation of budgets, including Intelligence Program Objective Memorandum (IPOM)/ Intelligence Program Budget Submission (IPBS), and Congressional Justification Books / Congressional Budget Justification Books (CJB/CBJB) submissions, as well as budget execution activities.
  • Perform budget status reconciliation, expenditure tracking, and management activities.
  • Assist in formulating spend plans; assist PM/COR with contractor invoice tracking; and customize financial analysis tools as required.
  • Assist in preparing, maintaining, and delivering financial and budget reports and briefings to senior leadership, utilizing visual aids such as graphs and charts. Additionally, draft, edit, and proofread documents for publication.

Required:

  •  Bachelor's degree in Business or a business-related field, such as Accounting, Business Administration, Economics, Finance, or Mathematics, or five years equivalent work experience.
  • 10 to 15 years of experience in the financial management field.
  • Experience managing a team.
  • Experience developing Independent Government Cost Estimates (IGCEs).
  • Specialized budget execution experience in the IC or DOD.
  • Specialized planning and programming experience, including developing budget submissions and narratives.

Desired:

  • Proficiency in appropriations law as it applies to budget execution.
  • Experience in drafting Congressional Justification Books and Congressional Budget Justification Books.
