Key Accountabilities:
- Organizing and conducting sourcing, and cost-effective procurement approaches towards the purchase of a wide range of goods, services and software, in both English and French.
- The development of tender/contracting documents including proposals related to revenue opportunities, in both English and French.
- Negotiating complex contracts within delegated authority in accordance with NAV CANADA regulations and departmental policies and procedures.
- Drafting/ recommending and implementing procurement, contract strategies, and guidelines in order to assist in guiding departmental operational and business decision-making, in accordance with NAV CANADA departmental plans and strategic goals and objectives.
- Performing as a subject matter expert in the current industry best practices in contracting and procurement trends and other intelligence gathering exercises and initiate steps towards continuous improvement of procurement tools, documents, forms, policies and processes.
- Planning and leading the conduct of client needs surveys, the analysis of findings, and the provision of advice, guidance, awareness presentations and training to management and staff on regulatory and policy requirements, plans, strategies, options, and procurement/contracting and materiel management approaches, and on associated costs, benefits and risks of various approaches to meet current, evolving, long-term and special needs, and ensure prudent spending of Company funds.
- Planning and conducting supplier performance reviews, and monitoring exercises to ensure or improve on price, delivery/service, key performance indicators and quality of procurement driven supplier solutions.
- Identifying impacts on the quality, transparency and consistency of program operations; required changes to policies, procedures, systems, as well as new/additional training, educational awareness and other interventions.
- Recommending corrective/remedial action plans; and establishing benchmarks, standards and lessons learned, to ensure open and transparent contracting and procurement process, and adherence to Company policies, regulations and guidelines.
- Developing plans, strategies and mechanisms to identify and evaluate potential sources of product and services supply; to develop and nurture professional relations with suppliers and communicating policies and procedures to allow for the smooth acquisition of products and services from NAV CANADA’s supply base.
- Participating in pre-tender briefings with prospective contractors/suppliers and in post-tender debriefings with unsuccessful bidders.
Job Requirements
Education:
- Post-secondary studies in the field of Procurement and / or an equivalent combination of education, training and experience.
Experience:
- Experience working with ERP systems; particularly procurement modules.
- RFP Development and Evaluation techniques
- Experience creating reports for senior management including the analysis of information and recommendations.
- Experience negotiating the purchase of products and services based on specific customer defined requirements.
- Experience having visibility across the contracting function with an understanding of mutual impacts of process aligned teams.
- Experience supporting revenue opportunities, including preparing proposals through to contract negotiations.
- Contract Development techniques and basic Contract and Procurement Law.
Knowledge:
- Broad knowledge of contract law, complex contract terms and conditions, taxation, insurance and risk management principles.
- Extensive knowledge of contract management, procurement and materiel management theories, principles, professional standards (ISO 9001), and strategic sourcing.
- Knowledge of trends, developments, evolving best practices, and initiatives (e.g. e-commerce/e-procurement, spend management, supply chain management, commodity management, alternate form of delivery).
- Knowledge of research and analytical techniques and methods, and those for utilizing systems, tools, software applications and associated peripherals in the conduct of the work.
- Completed principal courses and seminars from the Supply Chain Management Association (SCMA) would be considered an asset.
- Knowledge of the Government of Canada, more specifically, Public Works and Government Services Canada (POWGSC) procurement process and activities.
Abilities:
- Ability to communicate effectively in order to take a strong contract enforcement position on behalf of the company when appropriate: including consultation, negotiation, representation, presentation, and dispute resolution methods and techniques. Ability to communicate with senior management, recognize and identify areas of potential vulnerability and potential impacts.
- Ability to understand client needs and proceeding to acquire all the related products and services in a competitive environment while keeping in compliance with NAV CANADA’s procurement policies.
Personal Suitability:
- Organization Skills to enable the ability to work on multiple complex, high risk files at the same time.
- Excellent customer service skills (providing advisory, consultative, and training services to a stakeholder community).
Working conditions:
- This position is based at Ottawa Head Office but may be eligible for a flexible work arrangement.
