The Role:

The Payroll Manager is a pivotal leadership position responsible for steering the payroll operations across North America directing and mentoring the payroll team to ensure high performance and professional growth. The Payroll Manager also plays a strategic role in developing payroll policies, optimizing payroll operations, and liaising with HR and finance departments to ensure accurate and efficient payroll administration. Strong managerial skills, a deep understanding of payroll systems, and a commitment to accuracy and confidentiality are key to excelling in this role.

Key Responsibilities:

  • Execute accurate payroll operations: Ensure precise processing and timely distribution of employee paychecks. 

  • Manage tax compliance standards: Adhere to state, provincial, and federal tax regulations across the US and Canada, and stay informed of payroll relevant law changes 

  • Leadership: Lead the payroll team to provide stable service, address payroll-related inquiries, and deal with broader stakeholders in HR and business. 

  • Continuous improvement: Implement metrics to measure work efficiency and effectiveness and drive continuous improvement initiatives. 

  • Systems and third-party vendors: Partner with HRIS and external vendors to make effective use of technology (payroll, time & attendance) and services in the overall payroll operations 

  • Payroll records and reporting: Maintain comprehensive payroll records: Keep up-to-date payroll records and documentation, as well as provide payroll reporting to senior management 

  • Relationship Building: Build personal relationships with key vendor contacts (payroll service providers, HRIS) and internal stakeholders (finance, treasury, HR) to clearly define deliverables, timelines, and performance metrics, and establish a feedback loop for continuous improvement. 

 

 

Detailed Responsibilities:  

 

Payroll Processing 

  • Execute Accurate Payroll Operations to ensure precise processing and timely distribution of employee paychecks. 

  • Expertly manage tax compliance standards across the US and Canada, ensuring adherence to state, provincial, and federal tax regulations to maintain full compliance. 

  • Maintain comprehensive and up-to-date payroll records and documentation. 

  • Lead the team in addressing and resolving payroll-related inquiries and discrepancies efficiently, ensuring smooth and accurate payroll operations. 

  • Oversee the preparation and strategic delivery of comprehensive payroll reports to senior management, ensuring data accuracy and insightful analysis to support informed decision-making. 

  • Stay informed about changes in payroll laws and regulations to ensure ongoing compliance. 

 

Time and Attendance Management  

  • Utilize data analytics to monitor attendance patterns and identify areas for improvement, ensuring optimal workforce management. 

  • Develop and enforce comprehensive time and attendance policies that align with organizational goals and regulatory requirements. 

  • Provide training programs for employees and managers to ensure they understand and effectively use time and attendance systems. 

  • Introduce and oversee the maintenance of advanced time and attendance management systems to enhance accuracy and efficiency. 

  • Foster a culture of accountability and transparency by regularly communicating the importance of accurate timekeeping and its impact on the organization. 

 

Compliance and Auditing 

  • Ensure all payroll and timekeeping processes comply with company policies and procedures. 

  • Conduct regular audits to verify the accuracy and compliance of payroll and benefits processes. 

  • Prepare and submit necessary reports to regulatory agencies as required. 

  • Stay updated on labor laws and regulations to ensure the organization remains compliant. 

 

System Maintenance and Upgrades  

  • Strategically oversee the maintenance and optimization of payroll software and systems, ensuring they align with organizational goals and support efficient payroll operations. 

  • Coordinate with HRIS and external vendors for system upgrades and updates 

  • Test and implement new features or functionalities. 

 

Team Leadership

  • Conduct performance evaluations and provide feedback 

  • Lead tier 1 and tier 2 payroll operations team, providing guidance, feedback, and support. 

  • Set goals and KPIs for team members and monitor performance. 

  • Foster a positive and collaborative work environment. 

  • Develop and implement training programs to keep team members updated on trends and strategies.

Qualifications: 

  • A bachelor’s degree in accounting, finance, business administration, or a related field with at least 7 years' experience, with at least 4 years' experience as a people manager or equivalent work experience that provides exposure to fundamental theories, principles, and concepts. 

  • Demonstrated prior experience with Workday, Ceridian Dayforce, ADP, or other leading payroll systems, showcasing the ability to manage and optimize payroll processes effectively 

  • Prior experience in working with a managed services payroll provider 

  • Budgeting: Skillfully manage project budgets, allocate resources effectively, and monitor expenses. Make informed decisions to optimize financial outcomes. 

  • Resource Allocation: Allocate personnel, tools, and other resources efficiently to achieve project goals. Balance competing priorities and adapt as needed. 

  • End-to-End Project Management: Lead improvement projects from initiation to completion. Monitor progress, address challenges, and ensure timely delivery of measurable results.

Salary range:

$91,500.00 - $164,500.00
