Northrop Grumman, Mission Systems is looking for a Director, Program Excellence to support the Navigation, Targeting and Survivability division program execution team. The primary objectives will be the leadership of program management discipline and captures, and driving the division’s digital transformation forward. The individual will lead a team focused on continuous improvement of division program execution, serve as the division lead for achieving program execution results, driving adoption of agile tools and practices, and identifying and performing digital transformation projects. This individual will be the division point of contact to the enterprise Digital Transformation Office.

The individual is responsible for Program Management / Program Execution process, tools, innovation and leadership development across the division and in coordination with enterprise and sector frameworks. The individual will support the coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout).

Primary focus areas will include, but are not limited to:

  • Lead independent reviews on programs across the division

  • Awareness, education and implementation of internal processes for Program Management

  • Oversee the agile transformation for the NT&S division

  • Enable cross-functional Integrated Product Team (IPT) program teams

  • Increased application of robust Integrated Master Schedules (IMS) across programs

  • Awareness of, compliance to, and implementation of the One NG Earned Value Management (EVM) methodology

  • Effectiveness of risk & opportunity (R&O) management practices across programs to include the identification of R&O, the quantification of R&O and the mitigation / realization of R&O, to include application of common tools across division programs

  • Continuous improvement of internal reporting systems (i.e. IPRS) and associated metrics to provide key insights to management

  • Ensuring proficiency on Contract Change Management across division programs

  • Development and delivery of presentations to sector, division, and program stakeholders

  • Understanding of execution strategies for a variety of proposals and contract types (FFP, CPFF)

  • Support process and gate reviews of proposals and strategic business focus

  • Advise teams on negotiation strategies and negotiation tactics

  • Maintains strategy and roadmap for transitioning division to agile approaches in line with vision set by General Manager and in coordination with Digital Transformation Office.

  • Maintains strategy and roadmap for participating in Digital Transformation pilots and projects, in coordination with Digital Transformation Office.

  • Leads implementation of agile roadmap for division leadership team, including training, adoption support, and performance measurement.

  • Leads the efforts to digitize division DLT operations, with particular focus on high-value dashboards and automated data synthesis to ensure timely, transparent information that is a single source of truth, to enable local data analytics of sector performance drivers,  and to reduce manual, headquarters-driven data/information calls.


Basic Qualifications:

  • Bachelor's degree and 10 or more years of related experience

  • Demonstrated experience supporting Department of Defense or Government contracts

  • Familiarity and application of NG Program Management processes and tools on programs

  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager

  • Demonstrated success aligning teams, organizations or employee resource groups to achieve a common goal

  • Demonstrated ability to see strategic opportunities and innovation across a broad portfolio of division programs

  • Proven success in influencing individuals and teams who do not directly report to you

  • Must have an active U.S. DoD Secret security clearance or higher to be considered

Salary Range: $200,100.00 - $300,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
