Job Summary

The Manager Delivery Management is responsible for providing strong leadership and strategic oversight, governance, monitoring and process control to a large portfolio of technology, operational and strategic projects, and programs.

The Manager, establishes, promotes, and manages the Project and Program Delivery Methodologies, and leads the design, development and on-going maturity of methodologies, frameworks, tools and supporting delivery systems. Collaborates closely with other delivery functions to leverage and extend existing methods and tools where possible.

The role provides project/program analytics including key performance indicators and key risk indicators to facilitate Senior Leadership decision making and supports the definition of priorities, risk management and resource planning. Partners with business leaders including Project/Program Managers and Sponsors to ensure plans and working practices remain aligned. Monitors and delivers reports regarding the health of projects and provides expert advice to functional leaders on governance and delivery management best practices and industry trends. The Manager is responsible for a large team of Project Managers and Specialists and ensures they effectively achieve delivery results consistent with processes, controls, and practices

In this role you will:

Delivery Methods

  • Leads the identification, creation and implementation of project delivery processes, methods, tools, templates guidelines and standards to establish an end to end delivery framework for the organization.
  • Collaborates closely with key internal and external stakeholders to evolve working practices that remain aligned and streamlined.
  • Fosters a delivery-oriented culture and mindset through ongoing coaching, mentoring, and training on methods, processes, tools guidelines and standards
  • Builds and maintains relationships with senior leadership and key stakeholders and acts as a trusted advisor on delivery practices and approaches within the department.
  • Regularly reviews and evaluates opportunities to improve the framework to achieve higher maturity and improved results
  • Leads the establishment of a delivery management community of practice to facilitate collaboration and best-practice sharing of information among multiple departments stakeholders as well as external stakeholders.

Governance & Reporting

  • Establishes the necessary governance frameworks and reporting mechanisms to ensure proper oversight and reviews are occurring on the full portfolio of projects and programs
  • Conducts health checks and quality reviews of projects to provide Project Sponsors, Program Directors, and Executive leadership with an independent view on the health of projects and an assessment of major risks that could impact delivery or key controls.
  • Establishes and evolves a reporting framework on the status and health of all projects within the departmental portfolio including Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs), related to project delivery.
  • Drives impact analysis on portfolio Health; develops and implements remediation recommendations
  • Develops insightful reporting packages and presentations that summarize data and help facilitate decision-making for senior leadership team.
  • Leads the consolidation of material required to support Corporate reporting requirements that is aligned with business planning cycles (budgeting, corporate strategic priorities, safety plan etc.)
  • Establish and maintain a communication plan for all departmental programs related initiatives.

Planning

  • Facilitates the creation and monthly updates and communication of the integrated project/initiative roadmap that incorporates timelines from all key stakeholders to deploy sponsored initiatives
  • Supports the creation and monthly updates and reporting of strategic priorities and initiatives
  • Manages and evolves the capacity planning processes and tools to ensure resource management is embedded into the planning process
  • Ensures staffing of dedicated program and project managers is open and transparent and reflects the organizations priorities.

Risk Management

  •  In collaboration with the Enterprise Risk Management team, conducts risk assessments to identify risks, assist in risk prioritization and recommend alternative solutions, methodologies, and strategies for risk mitigation.
  • Supports the implementation of risk management plans to identify, analyze, plan, track, and control project risks on a continuous basis.

Leadership

  • Provides strong leadership across the organization and builds relationships across departments and with senior leaders to influence and lead the organization in consistent and quality project delivery.
  • Plan and manage the activities of managers, including the responsibility to hire, resource allocation, prioritization, staff development, assessment of performance, authorization of leave and overtime, provide guidance and coaching and take disciplinary action as required.
  • Responsible for coaching, mentoring, and developing staff and managers and creating an engaging working environment and a high performing team
  • Fosters a performance culture by providing timely and constructive feedback related to performance and reviewing team deliverables and practices to ensure high-quality results.
  • Keeps management informed of progress of work, issues, material customer concerns or items requiring decision

What you bring:

  • Expert level knowledge and skill with one or more project management methodologies (for example, 3PO, PMI PMBOK, PRINCE2 and Agile).
  • Knowledge and skill with product management practices (product strategy, requirement analysis, requirements elicitation, requirements management)
  • Program management knowledge and skills, plus significant knowledge of project planning tools
  • Knowledge of Governance frameworks and methodologies for technologies and working practices
  • 10 years of experience in project management, product management, business analysis or governance, preferably in the Air Navigation service industry.
  • Experience defining and implementing enterprise delivery methodologies
  • Experience defining and implementing governance frameworks
  • Five to seven years of leadership responsibilities
  • Demonstrated experience in leading diverse teams
  • Certified Project Manager or equivalent skills and experience.
