Job Summary:The Vice President, Enterprise Data Services collaborates with IT and enterprise executive teams to establish strategic and operational goals for Enterprise Data Services that align with the overall business strategy. This is a pivotal executive role responsible for leveraging data, analytics, and artificial intelligence (AI)-ready architectures to drive business value and foster a data-driven culture within the organization. This leader is accountable for creating value through the organization's data and analytics assets, ensuring these resources are effectively utilized to support clinical outcomes, drive innovation, and enable operational oversight and advanced analytics across the enterprise.
Essential Functions:- Develop and manage the annual operating budget in conjunction with corporate services, ensuring optimal allocation of human capital and vendor resources.
- Align data and analytics initiatives with the overall business strategy, enterprise architecture, collaborating with other executives to integrate data strategies into broader business plans.
- Direct and lead initiatives to design and implement AI/ML-ready data architectures that support advanced analytics and machine learning use cases. Ensure that data structures are optimized for scalability and performance in a cloud environment.
- Identify and assess data, information, and business intelligence needs to build future-ready business strategies. This includes enhancing operational decision-making capabilities across domains such as clinical outcomes, quality, fraud, waste, abuse (FWA), actuarial pricing, risk adjustment, utilization management, member engagement & personalization, and overall operational excellence.
- Spearhead the development and operationalization of advanced analytics capabilities in a cloud environment, leveraging AI-ready data platforms, including cloud data warehouses, data lakes, streaming solutions, and feature stores. Ensure that the architecture supports real-time analytics and machine learning applications.
- Oversee enterprise data governance practices, ensuring robust data quality, lineage, and provenance. Establish cloud governance frameworks that enhance data integrity and compliance with relevant regulations.
- Define and maintain logical data architecture that addresses both immediate and future data needs while ensuring alignment with performance and functional objectives.
- Ensure consistent adherence to HIPAA, HITECH, SOC, NIST, CMS, and state/local regulatory requirements through effective architecture and management processes.
- Work closely with business stakeholders to evaluate, maintain, and enhance the integrity of data utilized by CareSource and external partners.
- Guide and train internal information consumers to promote effective data usage and to encourage the adoption of AI-driven insights across the organization.
- Lead organizational change management efforts related to the adoption of new data practices and technologies, addressing cultural resistance and ensuring alignment with business needs.
- Design and operationalize self-service business reporting and analytics tools, facilitating consistent and informed decision-making across all levels of the organization.
- Identify and establish standards for software/tools that facilitate the management and accessibility of information, particularly in the context of AI and cloud technologies.
- Recruit, develop, and lead a high-performing team of data professionals, fostering a culture of innovation and excellence.
- Develop and implement operational policies and enterprise-wide procedures to enhance data governance, architecture, and analytics processes.
- Perform any other job related duties as requested.
Education and Experience:- Bachelor's degree in Computer Science, Information Systems, or a related field is required
- Equivalent years of relevant work experience may be accepted in lieu of required education
- Ten (10) years of executive leadership experience with large-scale data warehouse operations and advanced analytics in a high-growth healthcare organization required
- Experience in designing AI-ready data architectures, analytics, data modeling, ETL tools, and developing standards and methods for data management required
- Substantial exposure to data processing, cloud-based platforms, enterprise software applications, and outsourced systems, with extensive experience in a Microsoft and Databricks environment required

- Exceptional communication skills, with the ability to articulate the value of data and analytics initiatives to both technical and non-technical audiences, and present complex insights clearly and compellingly
- Expertise in managing organizational change, particularly regarding the adoption of new data practices and technologies
- Expertise in systems design and development, from requirements analysis through day-to-day management
Licensure and Certification:Working Conditions:- General office environment; may be required to sit or stand for extended periods of time
- Travel is not typically required
Compensation range $150,000-$300,000. CareSource takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
