The purpose of the role will be to support the Global Financial Planning and Analysis (FP&A) organization within Finance with the performance of key activities as described below to drive strong strengthen governance, risk, and controls for FP&A processes globally.

Global Financial Planning & Analysis (FP&A) is a business advisory group which produces and leverages forward looking trends and tools to assess business performance, helps the firm optimize resource allocation and supports Citi’s CFO, CEO, Senior Management and Board of Directors in strategic decision making. Core FP&A processes include: Weekly Financial Update (WFU) / Risks & Opportunities (R&O); Quarterly Outlook; Quarterly Multi-Year Multi-Scenario Forecast (QMMF); Quarterly CEO Business Reviews; Annual CCAR; and Annual Strategic and Operating Plan for Citigroup and Citibank, N.A.
The Global F&A Risk & Controls (R&C) Team’s objective is to establish and enhance governance, risk and controls processes that improve effectiveness, efficiency and transparency of the control environment around FP&A forecasting, planning, reporting, and advisory processes in alignment to Citi standards and in compliance with U.S. regulatory requirements. The team’s remit is inclusive of fulfilling the Finance Risk and Control Manager (FRCM) role and responsibilities for the Global FP&A organizations. The team is located in New York, Mumbai, London and Costa Rica and is organized around the following core pillars of global coverage: (1) Governance; (2) Operational Risk Controls, including Managers Control Assessment (MCA), (3) Compliance Risk Controls, (4) Models & EUC Oversight, (5) Issue Management & Reporting, and (6) External Engagement, as well as cross-team coordination/administration and jurisdiction specific R&C coverage for Mumbai and Costa Rica Analytical Centers.
This position is aligned to the Governance, External Engagement, Reporting and Issue Management pillars, as analyst supporting the following core processes for FP&A globally: Policy Governance, Process Governance, External Engagement, Reporting and Issue Management.
Policy Governance, Process Governance, External Engagement, Reporting and Issue Management
Maintaining and managing inventory of FP&A Policies, Procedures, and local Standard Operating Procedure/guidance documents, including review/approval/dispensation.
Policy contact/owner-delegate for Strategic & Financial Planning Policy and child Procedures and QMMF Procedure
Represent FP&A in Citi-wide Policy Pre-Vetting, Finance Policy Document Approval Group; incl. Subject Matter Expertise for FP&A adherence to Citi Policy governance
Execute monitoring/quality checks on controls across FP&A process: QMMF, Plan, Quarterly Outlook, WFU, Quarterly Business Review and Material Report
Develop and maintain guidance/minimum standards for FP&A teams to adhere to policies/procedures
Coordinate exams, audits, and monitoring of FP&A processes by regulators, Internal Audit, and External Audit
Coordinate review/challenges by Second Line of Defense
Coordinate Annual CCAR workstream Self-assessment
Serve as liaisons to KPMG and SOX team for matters related to FP&A processes
Manage FP&A Risk & Control (R&C) Scorecard performance
Manage FP&A R&C Reporting
Manage end-to-end Issue Management (IM) process and lifecycle guidance (incl. driving positive scorecard outcomes for FP&A)
Ensure compliance with Citi Finance IM Requirements
Deliver Issue program management and reporting
Qualifications
Knowledge/Experience
7 - 12 years in a control/risk management experience in regulated financial services industry
ideally a recently qualified Chartered Accountant with audit experience in the financial services industry
Strong knowledge and experience of internal control principles
Experience with creating, reviewing and driving implementation of action plans to be executed by the business unit, involving other supporting units as needed
Excellent interpersonal, written and communication skills to interface with all levels of management and across businesses and functions
Leadership role driving programs in a matrix environment and driving agreement between multiple teams on contentious issues
