Tarleton State University is seeking a highly skilled and experienced Assistant Vice President of Financial Operations/Assistant Chief Financial Officer for the division of Finance & Administration.

Under the direction of the Chief Financial Officer/Executive Vice President for Finance and Administration, the Assistant Vice President of Financial Operations/Assistant Chief Financial Officer serves as such in their absence and is responsible for the financial operations of the University, including the following:
Leads and coordinates the accounting, budget, and cost allocation functions of the University.
Provides recommendations for improving University-wide budget and accounting practices.
Works with the EVP to identify and manage strategic financial issues with current or potential impact to the University.
Supports the development of long-range financial projections and models.
Ensures that procedures conform to applicable accounting principles and guidelines.
Manages the preparation and communication of financial reports.
Partners with units across the University to support financial planning and operations.
Establishes goals and objectives in alignment with University and Division strategic goals.
Ensures compliance with University, TAMUS, state and federal regulations.
Work location is Stephenville, Texas with work hours of Monday to Friday; from 8am to 5pm or as work requirements indicate which may include after-hours and weekends. Must be able to work remotely at the request of the University.
Responsibilities
20% Oversees annual and multi-year budget planning, preparation and monitoring; Responsible for preparation of the Legislative Appropriation Request.
20% Oversees accounting function and preparation of Annual Financial Report, ensuring compliance with generally accepted accounting principles.
15% Financial reporting; provides University leadership with financial reports which summarize University financial activity and financial position, assists University departments in understanding and interpreting financial results.
15% Participates in program development at an institutional level, including strategic planning, accreditation review and financial analysis.
10% Interprets and implements University policies through clear and informative procedures and establishes effective processes to monitor compliance.
10% Leads and develops staff in directed areas and builds strong relationships across the University and system.
10% Assists the Chief Financial Officer, Executive Vice President for Finance and Administration as necessary in the performance of their fiscal duties and other duties as required.
Required Education and Experience
Master’s degree in Accounting, Business, or applicable field or an equivalent combination of education and experience.
Five years progressively responsible experience in fiscal management and enterprise accounting systems with at least four years of supervisory experience.
Preferred Registrations, Certifications, and Licenses
Certified Public Accounting (CPA) or Certified Management Accountant (CMA).
Required Knowledge, Skills and Abilities
Knowledge of GASB principles and standards.
Strong verbal and written communication skills.
Ability to multitask and work cooperatively with others.
Ability to clearly and effectively communicate financial data and results.
Demonstrated experience building a successful, service-oriented team.
Sophisticated financial modeling.
Preferred Requirements
Higher education experience and The Texas A&M University System (TAMUS) experience.

Commensurate with experience
The target base annual salary is commensurate with experience and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
