Job Description

The Trade Compliance Specialist works to maintain the export license flow, standard work, and record-keeping associated with export license applications, Technical Assistance Agreements (TAA), foreign national visitor requests, Travel requests, Product Classifications as well as export activities associated with U.S. Government approved licenses.

Roles and Responsibilities:

  • Manage document control system to ensure all records related to the Arms Export Control Act (AECA) are properly logged and stored 
  • Determine export requirements and obtains necessary export licenses 
  • Assist in providing export licensing and TAA guidance and assistance to facilitate international marketing, proposal, and contract activity 
  • Monitor daily status of license cases through DECCS and Snap-R
  • Prepare and submit temporary and permanent export licenses, temporary import licenses, Technical Assistance Agreements, Warehouse & Distribution Agreements, Manufacturing License Agreements
  • Draft and Submit proviso reconsiderations, General Correspondence Letters to DOS, Advisory Opinions, Agreement Amendments, and Commodity Jurisdictions for the export of defense articles, technical data, and/or defense services
  • Identify and apply justifications for use of EAR exceptions and ITAR exemptions
  • Coordinate with U.S. Customs and Border Protection to manage shipment seizures, inquires, or investigations
  • Plan licensing strategies for international programs and identifying timelines imposed by the licensing process
  • Determine the commodity classification of hardware and technical data subject to USML or CCL
  • Conduct Denied Party Screenings as required
  • Coordinate licensing for International Visitors/tours/demonstrations
  • Support annual internal compliance audits
  • Assist in collection and preparation of voluntary disclosures related to export compliance
  • Support internal audit of EBAD export compliance policies and procedures to maintain compliance with latest laws and regulations
  • Prepare annual reports as required by the U.S. Department of State
  • Identify gaps with export compliance manual and provide recommendations to Supervisor
  • Organize and provide annual compliance training and maintain training records

Requirements:

The successful candidate must have a Bachelor’s degree and at least 3 years of experience in the field or the equivalent combination of education and experience.  eCOP® or CUSECO® a plus.

This position relies on sound judgment to ensure achievement of corporate business objectives and operational goals.  Responsible for interacting with all business segments to ensure compliance with import/export regulations The Trade Compliance Specialist is certified to act as an Empowered Official on behalf of EBAD and its subsidiaries.  Must be a U.S. citizen. 

Qualifications include:

  • Knowledge of EAR, ITAR, U.S. Customs regulations, and FCPA
  • Experience determining product jurisdiction and classification
  • Direct experience with U.S. import/export regulations and electronic licensing processes
  • Ability to work independently and objectively with a focus to stay organized and meet turn time targets
  • Solution oriented with strong analytical and problem-solving skills
  • Strong interpersonal and written communication skills
  • Proficient with Microsoft office suite software
