POSITION OVERVIEW

The Comptroller is responsible for overseeing fiscal operations for all programs at the Oklahoma State Department of Education (OSDE). This role ensures full compliance with federal and state laws, State Board of Education regulations, and grant requirements, while serving as a primary liaison with federal and state agencies to maintain accuracy, transparency, and accountability. The position plays a vital role in safeguarding state and federal resources, optimizing their use in support of the agency’s educational mission, and advancing Superintendent initiatives.

Please note: This role requires a consistent, in-person presence at the designated workplace in Oklahoma City, Oklahoma, with no remote, telecommuting, or hybrid options.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in accounting, finance, or related field;

  • Five (5) years of experience in financial management, accounting, or auditing, with a focus on federal funds.

  • Must possess a valid driver’s license from a U.S. state or territory to perform necessary job-related travel.

ESSENTIAL FUNCTIONS

  • Knowledge & Expertise: Strong knowledge of federal and state regulations governing federal financial assistance programs, governmental accounting, and grant compliance. Skilled in financial reporting, budgeting, cash management, and audit preparation. Proficient in financial systems and Microsoft Office. Strong analytical, organizational, and communication skills, with the ability to explain financial information clearly, ensure compliance, and support staff with technical guidance.

  • Federal Funds Oversight: Oversee fiscal operations for all federal assistance programs, including budgeting, expenditure tracking, and financial reporting. Establish and maintain accurate accounting records and program accounts for federal grants. Prepare timely, compliant financial reports for federal cognizant agencies, including the U.S. Department of Education and the Department of Defense.

  • Financial Analysis & Planning: Conduct financial analyses to optimize the use of federal funds, identify efficiencies, and support decision-making by agency leadership. Assist in developing the department’s budget work program and annual budget request, ensuring alignment with agency goals and federal program requirements.

  • Accounting, Reporting & Compliance: Ensure accurate accounting of state and federal funds in accordance with federal and state laws, grant requirements, and audit standards. Monitor compliance with regulations governing allowable costs, procurement procedures, matching requirements, and documentation standards. Prepare monthly financial statements, monitor cash flow, and oversee cash management practices. Support audit preparation and serve as the primary point of contact for state auditors, providing required documentation and responses.

  • Financial Analysis & Planning: Conduct financial analyses to optimize the use of all funding sources, identify efficiencies, and support decision-making by agency leadership. Assist in developing the department’s budget work program and annual budget request, ensuring alignment with agency goals and federal program requirements.

  • Cash Management Improvement Act Oversight: Manage OSDE responsibilities under the Cash Management Improvement Act (CMIA), ensuring full compliance with all applicable guidelines and reporting requirements.

  • Time & Effort Management: Oversee the department’s time and effort procedures to ensure accurate documentation, tracking, and compliance with federal standards.

  • Communication & Liaison Responsibilities: Serve as a liaison between OSDE and other agencies, maintaining transparent communication and providing timely responses to inquiries. Communicate financial requirements, updates, and technical guidance to internal staff to ensure consistent compliance with federal financial regulations.

  • Technical Support & Expertise: Provide technical expertise and support to OSDE staff on state and federal fiscal rules, accounting procedures, and documentation requirements. Maintain proficiency with financial systems, reporting tools, and software necessary for accurate financial operations.

SUPERVISORY RESPONSIBILITIES 

Supervisors are responsible for overseeing and managing a team of employees to ensure they perform their duties effectively and efficiently.  Overall, a supervisor plays a critical role in ensuring the success of their team and the organization as a whole. They must possess strong leadership and communication skills, as well as the ability to manage resources effectively and resolve conflicts.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Location:  Oliver Hodge Building, Oklahoma City, Oklahoma

Work Environment includes:

  • Office Setting: Climate-controlled office setting with exposure to moderate noise; the employee is frequently required to talk, walk, and stand; this position requires long periods of sitting and daily use of computer and phone. Must be able to remain in a stationary position 75% of the time.

Physical Demands include:

  • Ability to stand, reach, and bend 50% of the time;

  • Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, and office telephone 75% of the time;

  • Ascends/descends stairs 25% of the time;

  • Ability to lift to 25 lbs.

  • This role requires clear and accurate communication, strong analytical skills, and the ability to evaluate information and make timely decisions.
