About This Position
This position manages the support functions for Electric System Field Operations including, Distribution Line Inspection, Transmission and Distribution Civil Inspection, Line Clearance, Development Assistance Center, Distribution Spot and Conduit Inspection, Distribution Service and Distribution Metering Dispatch, One-Call Locations, and/or Distribution Metering Operations.
Purpose:
This position manages the support functions for Electric System Field Operations including, Distribution Line Inspection, Transmission and Distribution Civil Inspection, Line Clearance, Development Assistance Center, Distribution Spot and Conduit Inspection, Distribution Service and Distribution Metering Dispatch, One-Call Locations, and/or Distribution Metering Operations.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties maybe assigned.
Manages the functions and personnel supporting the construction, maintenance, operation, and restoration of transmission, substation, and/or distribution systems throughout the COA/AE service area.
Establishes expectations for effectiveness of support activities, including process, resources, equipment, and systems.
Develops and manages responsible budgets and develops/executes mitigation strategies to address variances.
Evaluates and monitors departmental and interdepartmental accountability and productivity to meet customer and business operations requirements. Establishes quality control measures to track effectiveness and corrects gaps and/or compliance issues.
Ensures standards of conduct, performance, reliability, efficiency, and safety are maintained.
Ensures compliance with all safety, quality, regulatory, environmental, and industry standards/policies/rules, etc.
Develops and implements business plans promoting completion of COA/AE strategic plans and initiatives.
Serves as the business liaison to AE executive team, other AE organizations, COA staff, customers, and other stakeholders.

Minimum Qualifications:
Graduation with a bachelor’s degree from an accredited college or university in a field related to the job, plus six (6) years of related experience, including two (2) years of experience which were in a supervisory or managerial capacity.
Relevant experience may substitute for education on a year-for-year basis up to four (4) years for the non-supervisory/managerial experience.
Licenses and Certifications Required: None.
Preferred Qualifications:
Knowledge of relay-protection, metering and/or SCADA of transmission and/or distribution substation systems in an electric utility field.
Experience in a supervisor role, performing the full range of supervisory functions for teams responsible for transmission, substation, relay, SCADA and/or metering.
Experience responding to unscheduled urgent utility related matters such as outages, emergency restoration, and other business needs outside normal business hours.
Basic proficiency with Microsoft Word 2016 or later.
Basic proficiency with Microsoft Excel 2016 or later.
Ability to travel to more than one work location.
Performs strategic planning, resource allocation, and cross functional coordination for operational activities. Ensures that safety, compliance, reliability, and resiliency comply with established organizational requirements and the Austin Energy Electric System Resiliency Plan. Manages an evolving compliance environment (NERC, TRE, and PUCT reliability standards, ERCOT protocols, and cybersecurity requirements) across the service territory and implement quality control processes to track effectiveness.
Prepares, monitors, and manages budgets, contracts, resource allocations, and capital improvement projects; creates and implements mitigation strategies; and authorizes the purchase and payment of equipment and services. Manages Relay and Control construction and maintenance work planning activities, projects, and programs; monitors workflow; and reviews and evaluates work products, methods, and procedures. Oversees emergency restoration activities, serves on the Austin Energy Incident Management Team during Incident Command Activation.

Work Schedule:
This position is categorized as Essential Personnel with the City of Austin. Essential staff are required to work during emergencies or bad weather if they are scheduled to work and, in some cases, when they are not scheduled. Essential employees ensure the continuance of key operations for the City of Austin.
Work hours may include after hours, holidays, and weekends.
Shifts may change according to departmental needs.
Employee may be required to work additional hours outside of regular work schedule.
