Senior HR Specialist – Shared Services (Japan)

About the Role

The Senior HR Specialist – Shared Services (Japan) plays a critical role in delivering high-quality HR operations and employment support across the Japan employee population. This position serves as a local HR operations and employee support coordinator, ensuring HR processes are executed with accuracy, compliance with Japanese employment law, and alignment to global HR Shared Services standards.

This role blends hands-on HR operations experience  with governance, quality assurance, and escalation coordination expected in global shared services environments. Candidates must be practical executors, strong communicators, and culturally fluent in Japanese norms and workforce expectations.

What You’ll Do

HR Shared Services & Data Integrity

  • Ensure accurate HR data maintenance in HRIS (e.g., Workday), including lifecycle events (hire, transfer, leave, termination) consistent with statutory requirements and internal controls.
  • Coordinate with global shared services teams, payroll partners, and external advisors to validate HR processes, transactions, and payroll outputs.
  • Act as a local escalation point for HR operations and system issues, ensuring timely resolution and communication.
  • Partner with HR Technology and shared services to ensure efficient issue triage, ticketing, and knowledge base updates.

Employee Support & Manager Service

  • Act as an accessible point of contact for employees and managers on HR policies, procedures, and administrative inquiries.
  • Triage support requests to the appropriate execution pathway (e.g., shared services team, HRBP, Legal) with clear follow-up expectations.
  • Provide practical guidance on performance management, leave administration, and general HR processes, ensuring compliance with Japanese regulations and global standards.
  • Support onboarding, role changes, and offboarding in collaboration with Shared Services, ensuring a smooth employee experience.

Employment-Related Coordination & Compliance

  • Monitor and help coordinate employment matters; partner with HRBPs and Legal where cases involve risk, sensitive issues, or require specialized support.
  • Handle routine employee relations issues appropriately, ensuring diligent documentation and confidentiality.
  • Escalate and coordinate medium- to high-risk concerns with HRBP Legal partners, ensuring appropriate involvement and escalation points.
  • Identify emerging trends or risks in employee relations and raise them proactively.

Reporting & Continuous Improvement

  • Produce regular HR reports (e.g., headcount, data quality, service metrics).
  • Analyze data and trends to identify inconsistencies, risks, or opportunities for process improvements.
  • Contribute insights and recommendations for HR shared services process enhancements, including SOP and knowledge-article updates.

Risk & Governance Support

  • Support HR governance by ensuring compliance with Japanese employment law and internal policies.
  • Collaborate with HRBPs and Legal on consultation workflows (statutory procedures, consultation support when required).
  • Maintain clear documentation, audit trails, and data governance practices consistent with Mercer-influenced HR quality frameworks.

What You Bring

Experience & Domain Knowledge

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 5–8+ years in HR Operations, Shared Services, or generalist HR roles; experience in multinational contexts is preferred.
  • Demonstrated knowledge of Japanese labor law, payroll compliance, and statutory HR practices.
  • Experience working with HRIS systems, data validation, and HR operational controls.

Language & Communication

  • Business-level Japanese and English fluency (oral and written) required.
  • Ability to communicate clearly with employees, managers, and global partners.

Skills & Competencies

  • Strong coordination and prioritization skills: Japan HR roles often require multitasking across payroll, compliance, and operational workflows.
  • Exceptional attention to detail with a focus on data quality and compliance.
  • Strong interpersonal skills with a collaborative and culturally sensitive approach.
  • Sound judgment with escalation awareness and risk management orientation.
