The (Sr.) Policy Advisor contributes to the State Policy Solutions (Solutions) department. Solutions is primarily tasked with brokering facilitated engagements with state energy policymakers on emerging matters. This effort works to better inform the Regional Transmission Organization of improvements required as a result of emerging retail market and distribution energy policy. Additionally, efforts by Solutions serve as an opportunity to formalize collaboration with state policymakers on matters of wholesale market policy, transmission planning, and system operations. The (Sr.) Policy Advisor supports the mission of Solutions through ownership of a specific policy-focused portfolio. This affords the (Sr.) Policy Advisor the opportunity to manage specific working group engagements with participating state policymakers; eliciting state interests and goals and collaboratively assessing potential RTO-level alterations that may either advance policies or improve the RTO function. This additionally affords the candidate the opportunity to track meaningful legislative or regulatory developments in policy that may warrant RTO-level product strategy development. To accomplish, the candidate may have experience with state Public Utility law and/or experience conducting technical analysis on energy systems, markets and/or policy and demonstrate an interest to continue developing this knowledge base and skill set. To be successful, the (Sr.) Policy Advisor will rely upon identifying and managing required analytical efforts that may inform decision-making that is rooted in sound system reliability and economic efficiency. The role also collaborates with the state regulatory affairs managers and other subject matter experts across the organization to explore strategic outreach options that the organization can employ to address crucial strategic and public policy issues, and developing materials to support these efforts.
Essential Functions:
Manage a portfolio of topical energy policy matters, tracking wholesale and retail policy developments
Work with State Relationship Managers to identify issues of particular interest to states and coordinate with technical personnel on resolving or mitigating issues of interest to states’ regulators, legislators and administrations.
Provide advice and assistance to PJM on matters of state preferences
Review and analyze trends in the relevant portfolio with a focus on state impacts, and demonstrate the ability to communicate key issues and findings to the appropriate party
As needed, establish, manage and facilitate multi-state and RTO working groups on the relevant energy policy topic. Work to identify emerging state interests and goals and collaboratively assess if RTO-level changes are required to improve policy adoption or improve the functioning of the RTO.
Create open lines of communication on matters of policy for state policymakers and PJM subject matter experts.
Demonstrate independence, autonomy and a non-biased approach for the completion of work, always ultimately focused on solutions that best support sound system reliability and economic efficiency.
Apply expertise in solving new and complex business problems and developing innovative strategies to enhance PJM's value to the changing energy industry.
Demonstrate ability to work independently and to train, guide, or assist others to address complex business issues, and in pursuit of corporate goals.
Support outreach efforts to state commissions and other state agencies, including attending meetings, presentation/discussion of issues, and other direct interface with those constituents. (The travel expectation is not anticipated to exceed 20%.)
Timely and efficiently respond to requests for information/support from internal and external customers.
Represent Governmental Services department on applicable internal committees, teams and groups, informing Governmental Services of relevant information arising from the activities of the committee.
Participate in the on-call rotation to support the SGP protocol for emergency procedures.
Assist team with all materials, reports, meetings and events as required.
Coordinate and execute on the issuance of multiple documents/communications simultaneously.
The Sr Policy Analyst II candidate will utilize strong negotiation skills and take responsibility for on-going communication with PJM teams and state policymaker designers to foster relationships, promoting advocacy positions of state policymakers within PJM on issues.
The Sr Policy Analyst II role requires strong skills and demonstrated experience in: organization and project management; facilitation and diplomacy; negotiation and communication; and, analytics and problem solving.
In addition, the candidate will provide direct support to the affiliated State Governmental Services department with written communications (internal and external), data gathering and analysis, strategic communication efforts, interfacing with internal and external customers, and tracking relevant stakeholder developments.
Characteristics and Qualifications: Required:
BA degree in Economics, Business Administration or equivalent work experience
At least 5 years of experience applicable to state relations or energy industry Ability to lead projects applying organization and management skills
Ability to read/interpret state law or regulations
Ability to conduct technical policy analysis
Ability to facilitate multi-party work groups
Ability to produce high-quality work products with attention to detail
Ability to communicate effectively in a team environment
Experience in quantitative and qualitative analysis
Experience using verbal and written communications skills
Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
Preferred: MA degree in Economics or MBA Experience with PJM operations, markets, and planning functions Experience supporting any of PJM Committees
