Seneca Global Services, LLC is seeking a Contracts Specialist with experience in disaster human services preparedness, response and recovery to support HSS’ Office of Human Services Emergency Preparedness and Response’s Administration of Children and Families (ACF) in Washington, DC.

Responsibilities include, but are not limited to:

  • Meet with program managers to define acquisition program requirements.
  • Conduct market research and provide recommendations on procurement strategy.
  • Assist with the development of acquisition documentation, including cost estimates, quality assurance surveillance plans, PWSs, AP, AS, FITARA reviews.
  • Assist the contract's COR and program personnel with reviewing contractor performance, including reviewing documentation, deliverables, and invoices for accuracy.
  • Investigate reports of contract discrepancies and report findings to federal contract officials.
  • Maintain detailed log/list of procurement activities, action, next steps, and responses.

Basic Qualifications:

  • A bachelor’s degree in a business-related field and a minimum of five years of professional experience.
  • Knowledge of the federal acquisition process and applicable laws and regulations.
  • Strong background in acquiring commercial supplies and/or services for the federal government.
  • Excellent communication, organization, and interpersonal skills.
  • Ability to work with minimal guidance and supervision.

Desired Skills:

  • Experience working in contracting/acquisition in federal government.
