What You'll do:

Groundswell is seeking a Senior Product Delivery Manager to lead the implementation and delivery of enterprise technology products for federal clients. This role is responsible for how products are deployed, operationalized, and adopted within complex government environments—not for building or developing the product itself.

The ideal candidate has deep experience delivering technology implementations in federal settings and understands what it takes to successfully launch products across security, compliance, stakeholder, and operational teams. This role supports a range of product implementations (e.g., cloud platforms, low-code solutions, AI-enabled tools, data platforms) and is not tied to a single technology stack.

This role sits at the intersection of product, delivery, and federal client leadership, ensuring new products are implemented on time, within scope, and aligned to government objectives.

Key Responsibilities:
 

Product Implementation & Delivery Leadership

  • Lead end-to-end implementation and delivery of new technology products for federal clients

  • Develop and manage implementation strategies, delivery plans, and rollout approaches tailored to federal environments

  • Ensure alignment between product capabilities, client expectations, and operational realities

  • Oversee delivery across multiple teams and workstreams as additional clients or implementations are added
     

Delivery Management & Execution

  • Manage scope, schedule, risks, dependencies, and delivery milestones for high-visibility federal implementations

  • Establish and maintain delivery governance, including:

    • Status and executive reporting
    • Risk and issue management
    • Change control
  • Coordinate integration efforts across client systems, security reviews, and operational handoffs

  • Ensure delivery outcomes meet contractual, operational, and mission objectives
     

Stakeholder Engagement, Reporting & Adoption

  • Serve as the primary delivery interface between federal client leadership, product teams, engineering, cybersecurity, and operations partners

  • Deliver recurring cost, schedule, scope, and risk reporting to government stakeholders

  • Communicate implementation progress, challenges, and decisions clearly to technical and non-technical audiences

  • Provide delivery oversight for change management and training efforts to ensure successful product adoption and transition to steady-state operations

Required Skills & Experience

  • Minimum of 10 years of experience in technology delivery, product implementation, or enterprise systems deployment

  • Active Secret clearance required (TS/SCI eligibility preferred)

  • Must be local to the Washington, DC metro area and willing to be onsite as needed

  • Demonstrated experience leading the implementation of enterprise technology products and platforms, including cloud solutions (AWS/Azure), low-code platforms (Appian, ServiceNow), and data or integration solutions such as data lakes, analytics platforms, and system-to-system integrations (e.g., HRIS, financial, or operational systems) for federal clients (DoD, OSD, Fourth Estate, or civilian agencies)

  • Proven ability to manage end-to-end delivery, including scope, schedule, risks, dependencies, and reporting

  • Strong understanding of federal delivery environments, including compliance, cybersecurity, stakeholder governance, and operational constraints

  • Experience managing cross-functional delivery teams (engineering, security, operations, client stakeholders)

  • Strong communication skills with the ability to brief senior government and contractor leadership

Preferred Experience

  • Prior consulting experience supporting federal clients or major systems integrators

  • Familiarity with federal delivery governance, including implementation roadmaps, integrated master schedules, risk and issue management, and executive reporting

  • Understanding of federal security, compliance, and system integration considerations

  • Master of Business Administration (MBA) or relevant master’s degree preferred

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:

$133,407.00 - $229,455.00
