Northrop Grumman Mission Systems (NGMS) has an immediate opportunity for a Manager, Product Support 2 supporting the Field Engineering’s Technical Data and Training organization. This is a multi-role position encompassing technical competency, people leadership and program performance. This position is located in Elkridge, MD.
The successful Manager, Product Support 2 will clearly demonstrate strong leadership skills to achieve sustainable top performance. He/she will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. This candidate will demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business.

Excellent verbal and written communication skills are required, and the ideal candidate will have demonstrated success collaborating and leading his/her team. This candidate will demonstrate a broad skill set that is balanced between interpersonal, business, and technical capabilities. He/she will have an ability to operate in a team environment to accomplish the team goals. The candidate will work closely with various functional and program managers to estimate, plan, and lead a skilled team of technical instructor and writers, editors and multi-media personnel to develop and deliver training and publication products to program requirements. The ideal candidate will also be able to champion change within the organization, to achieve competitive advantage for the business.
In addition to general management, the position requires close coordination with Northrop Grumman Program Managers as well as being the U.S. advocate for employees with HR and computer resources. Night and weekend work might be required in the case of overseas emergencies. Candidate is expected to travel domestically and internationally for program and functional activities.
What you’ll get to do:
• Lead and develop versatile technical team of approximately 12-15 people.
• Establish and maintain effective management oversight, functional management, and customer (internal/external) communication.
• This position will also generate and evaluate personnel resource inputs to proposals and manage both cost and schedule performance.
• Estimate, plan and execute mid to large international and military training and publication programs.
• Participate in strategic initiatives to exploit advances in digital transformation and multi-media technologies to enhance training aids and interactive publications.
Roles & Responsibilities:
• Provide leadership and direction on activities in accordance with program and organization goals, facilitate team meetings, analyze problems, plan and direct tasks and provide solutions to ensure proper use of resources and assets.
• Responsible for staffing and workload forecast; employee inclusion, engagement, mentoring and career development; employee training and identification and training of skills required to execute on programs.
• Responsible for planning and scheduling of assignments; ensuring employees are up to date on various training activities and qualifications; standardize, develop and enhance support processes for system support; management of procurement and logistics personnel to ensure on-time deliveries of materials.
• Recruiting, sourcing, onboarding, performance management of subordinates. It may also include management of specialized contracted labor
• Perform training and publication product planning, development, verification and validation, cost and risk for total systems. Ensures the logical and systematic conversion of customer requirements into total solutions that acknowledge technical, schedule, and cost constraints.
Basic Qualifications:
• Bachelors Degree and a minimum of 5 years related leadership or equivalent military experience.
• Candidate must be able to obtain and maintain a minimum of an active DoD Secret clearance. May be required to obtain higher-level clearance and appropriate customer access as required for continued employment.
• Supervisory experience in a matrix organization
• Demonstrated ability in management of multiple projects
• Experience in all aspects of employee relations and employee management including staffing, recruiting, performance management, training, and career development
Preferred Qualifications:
• Active Secret Clearance
• BS in STEM Degree
• Candidates with U.S. military experience with experience as a certified instructor is desirable.
• Certified military instructor with radar theory, operations, maintenance training experience.
• Experienced Control Account Manager/Integrated Product Team (CAM/IPT) Lead with ability to estimate, plan, schedule, staff and successfully execute project tasks, maintain excellent internal/external customer relations, build and lead teams of writers, editors, graphic artist and instructors, administer and ensure adherence to technical data and training processes and procedures
• Provide Quantifiable Backup Data (QBD) showing progress against cost and schedule targets
• Develop strategic plans and exploit multi-media technology to enhance training and digital publications
• Knowledge of product support elements as defined by Defense Acquisition University (DAU)
• Willingness to participate in internal and industry strategy teams in furtherance of technical data and training elements
• Expert-level knowledge of the roles, responsibilities, and underlying methods necessary to develop technical documentation and/or training products.
• Relative to technical documentation products, experience encompasses awareness of a range of military and commercial specifications and delivery format requirements, from page-based to database driven content, in a variety of formats and to required levels of details. Awareness and understanding of modular technical document specifications like S1000D and DITA for IETMs and common source data-driven content is a plus.
• Relative to training products, experience encompasses awareness of academic (ISD - Instructional System Design) and military standards and practices to analyze, design, develop, implement and evaluate training products.
• Experience with reading technical/engineering drawings or document
• Outstanding written and verbal communications skills
