Phantom Works, a division of Boeing Defense Systems (BDS), is excited to offer this Program Management Specialist position to lead and grow our Prototypes organization. The prototypes teams design, develop, build, test, and refine advanced technologies and platforms that shape the future for Boeing defense products.

This Program Management position provides support to executive leadership research & development prototype test programs.

Responsibilities will involve support to the executive in engaging internal & external customers, oversight & management, earned value management, profit & loss assessment/management, risk & opportunity management, safety, quality, staffing, and program recovery plans when necessary. Responsibilities will also involve leading standup of emerging projects and activities. This developing leader establishes, maintains, and continuously improves the working culture within the organization.

The leader will work collaboratively with senior Prototypes leadership to successfully integrate and grow Boeing's safety, quality, and compliance elements for each program. The leader supports executive leadership in establishing, maintaining and managing the security and proprietary operating environments for the various projects, as determined by US government customers and/or Boeing leadership.

Position Responsibilities:

• Support Prototypes executive leadership and organization in aligning, leading, developing and motivating the growing prototypes organization to achieve external and internal customer goals in advancing state of the art.
• Grow & sustain a positive Boeing culture grounded in safety for team, products, and operations, quality tailored to the R&D needs of each project/customer, team collaboration and accelerating innovation
• Support the oversight of Boeing proprietary and/or DoD secure environments as directed by US DoD customers & Boeing leadership.
• Support executive leadership in the management of suppliers, lead process improvements, develop and maintain relationships & partnerships with customers, stakeholders, peers, partners, associated suppliers, and direct reports
• Support executive leadership in effectively leveraging the capabilities and strengths of the Boeing Company
• Standup emerging projects as determined and directed by the executive leader

Required competencies:

• Excellent communication and interpersonal skills: develop internal and external customer relationships and work directly with executive management.
• Systems / tools / best practice: Proven experience implementing and using the Program Management Best Practices (PMBP).  Demonstrated capability to proactively lead a program including experience with applicable tools associated with Earned Value Management, Risk, Issue, and Opportunity, Technical Performance Measures (where applicable) and Action Items/Help Needed. Knowledge / experience in using the data, tools, and systems required to effectively implement a disciplined management system.
• People Management Skills: Proven experience in successfully building and managing an effective team, motivating others, promoting a productive and proprietary work environment, listening to others and fostering performance.
• Customer Focus: Develop and maintain customer relations both inside and outside of the organization. Actively seek information to understand customers’ circumstances, problems, expectations and needs.
• Working with others: Build effective working culture & relationships with team & cross functional groups that are required to contribute to the success of programs. Understand differing requirements and perspectives and lead the team through to successful conclusions.
• Stakeholder Management: Experience leading & managing complex customer and stakeholder relationships. Deals effectively across all levels. Able to adapt approach to meet needs of different groups. Builds good relationships to lead to successful outcomes.

This position requires an active Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active).

Special Program Access and other Government Access Requirements are mandatory post start for this position.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at the listed location.

Basic Qualifications (Required Skills/Experience):

• 3 or more years of experience as a leader or manager, implementing program management best practices
• 5 or more years of experience leading through influence and partnering with cross-functional teams on projects and initiatives
• 3 or more years of experience in prototyping advanced technologies and/or testing of advanced systems
• Experience with safety and quality program planning
• Experience working in SAP or equivalent security environment
• Bachelor’s degree or higher (Technical degree preferred)
• Experience in a US DOD customer facing role as a project lead or equivalent

Preferred Qualifications (Desired Skills/Experience):

• Experience building teams and developing employees
• Certification in Program Management
• Experience testing defense products at US Government test facilities
• Experience leading small/medium sized multi-disciplined & multi-organizational teams (10-20 members)
• Experience at USG test ranges supporting experimental ground and flight test

Summary Pay Range:

$136,850 - $185,150
