The pay range is $73,000.00 - $132,000.00

About the role:

The Sr. Program Owner – Stormwater is accountable for end-to-end program ownership of stormwater systems and compliance across all Target properties. This role leads both capital and vendor management strategies, ensuring assets are maintained, regulatory requirements are met, environmental risks are mitigated, and long-term sustainability goals are supported.

You will leverage data, field insights, and vendor performance to identify trends, solve root causes, and drive proactive solutions that reduce reactive maintenance, environmental impact, and total cost of ownership. This role plays a critical part in protecting Target’s assets, brand, and communities by ensuring responsible stormwater management practices.

You will maintain financial accountability for both expense and capital investments, proactively managing budgets, forecasting needs, and communicating risks and opportunities to leadership.

Core responsibilities are outlined below; responsibilities may evolve based on business needs.

As a Sr. Program Owner, you’ll be responsible for:

  • Own end-to-end stormwater program strategy including maintenance, compliance, capital planning, and long-term asset health

  • Ensure regulatory compliance with applicable federal, state, and local stormwater regulations (e.g., EPA, NPDES permits), including inspections, documentation, and audit readiness

  • Identify and mitigate environmental and operational risks by proactively addressing system vulnerabilities, compliance gaps, and potential impacts to stores and surrounding communities

  • Integrate sustainability practices into stormwater management strategies, supporting water quality, environmental stewardship, and long-term asset resilience

  • Build and manage vendor strategies, including performance management, accountability routines, and continuous improvement efforts

  • Leverage multiple data sources to identify trends, anticipate risks, and implement proactive solutions that reduce reactive work, environmental impact, and spend

  • Drive capital and expense planning, including forecasting, prioritization, and alignment to broader Property Management strategies

  • Monitor and manage program financials, proactively identifying risks, trends, and opportunities and communicating to finance and leadership partners

  • Develop and implement process improvements that increase efficiency, consistency, compliance, and service quality across the portfolio

  • Create and maintain documentation and training tools to support field execution, compliance adherence, and program consistency

  • Partner cross-functionally with field teams, HQ, vendors, environmental/regulatory partners, and construction teams to ensure alignment and execution of program priorities

  • Execute communication strategies that ensure transparency of compliance status, risks, and performance across stakeholders

  • Recommend and implement short- and long-term initiatives that improve asset reliability, environmental impact, compliance outcomes, and total cost of ownership


About you:

  • 4-year degree or equivalent experience (environmental, engineering, or related field preferred)

  • Strong project and program management skills with the ability to prioritize and manage multiple initiatives

  • Experience managing vendors and driving accountability to performance expectations

  • Familiarity with stormwater systems, environmental regulations, and compliance frameworks (e.g., EPA, NPDES)

  • Demonstrated ability to analyze data, identify trends, and develop actionable solutions

  • Financial acumen with experience managing budgets, forecasting, and cost optimization

  • Strong collaboration and communication skills, with the ability to influence cross-functional partners

  • Ability to operate effectively in an ambiguous, fast-paced environment

  • Proficient in Microsoft Office or similar tools



    This position will operate as a Hybrid/Flex for Your Day work arrangement based on Target’s needs. A Hybrid/Flex for Your Day work arrangement means the team member’s core role will need to be performed both onsite at the Target HQ MN location the role is assigned to and virtually, depending upon what your role, team and tasks require for that day.
