The Financial Systems Programmer Analyst develops, designs, tests, installs, and provides operations support for Enterprise Payment Applications (EPA) within the Office of Corporate Business Systems (OCBS) in support of the Department of Energy (DOE).  This position provides solutions that that foster continuous improvement in accomplishing the mission of CBS. The team provides development, adoption, and implementation of innovative approaches for Enterprise Payment Applications (EPA) within the Department of Energy (DOE).  The team supports these key systems, websites, their interfaces, and reporting programs. This full-time position is 100% remote.

ESSENTIAL REQUIREMENTS

  • Must be able to obtain a customer clearance investigation for access to facilities, equipment and property. 

  • Working knowledge and understanding of Microsoft .Net, ASP.NET, C#, Visual Basic, IIS 8.0+, Sql Server 2016, Microsoft Windows Platforms, Team Foundation Server, Visual Studio, Windows Operating Systems, Telerik DevCraft, Rebex Controls, AspPdf.Net, SharePoint. Full scope VB.net programming with Telerik Controls and Microsoft SQL databases using Microsoft Tools.   

  • Must be familiar with supporting all the main web browsers: Chrome, Edge, Firefox. 

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned. 

  • Develops, designs, tests, installs, and operates all aspects of systems relating to electronic payment processing, month-end accrual adjustments, and Payment and Collection System functions for the DOE. 

  • Plans and manages the design, integration, and implementation of payment systems, ensuring the approved solution addresses the integration of financial management, cost accounting, budget, procurement, human resources, and performance measurements. 

  • Research and diagnose reported system problems or data inconsistencies reported by system users. 

  • Identifies requirements and monitors the development of methods for the achievement of assigned systems interface or integration with other financial and non-financial systems. 

  • Develops customized applications with software development tools while adhering to standard programming concepts / methodologies. 

  • Develops and/or refines business, functional and performance requirements for all proposed and existing financial / information systems. 

  • Performs acceptance testing on all new and/or modified information systems. 

  • Creates and keeps current application and end-user documentation. 

  • Documents all tasks using the approved Change Request procedures. 

  • Provides training for all new and/or existing applications to end-users. 

  • Troubleshoots all software-related issues having an impact on financial / information systems. 

  • Incorporates appropriate security measures at the application level to protect sensitive corporate information. 

  • Provides support and input to the COR/CTM related to changes in customer requirements that necessitate systems planning, design, development, deployment, and modification workgroups. 

  • Provides annual support to the Financial Statement Audit. Responds to complex data call requests from internal and external customers, including time sensitive requests to respond to auditors. 

EDUCATION AND EXPERIENCE

Bachelor’s degree in computer science or related field (preferred) and five (5) years relevant systems analysis experience

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $90K to $95K, with the final offer contingent on location, skillset, and experience.
