Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 2 to support our growing portfolio of classified development programs within the Advanced Mission Capabilities Business Unit’s Restricted Organization Unit onsite in Baltimore, MD. The selected candidate for this position will be leading a sub-set of product development efforts, under the direction of a Senior Program Manager.
What You'll Get to Do
Primary responsibilities will include but are not limited to:
Program Leadership – Lead or co‑lead product development programs from concept through production insertion, establishing and maintaining comprehensive program plans (CPP), schedules, and road‑maps.
Risk & Opportunity Management – Define, track, and mitigate technical, cost, and schedule risks; identify and capitalize on opportunities that improve programs’ performance.
Proposal Support – Contribute to the development of proposals, including cost and schedule inputs, compliance reviews, and coordination of technical content.
Integrated Team Collaboration – Work with cross‑functional Integrated Program Teams (IPTs) and stakeholders across engineering, supply chain, manufacturing, mission assurance, and business management to ensure alignment and execution.
Design‑Maturity Activities – Support design‑maturity reviews (e.g., CDR, PDR) and lead risk‑reduction testing to advance product readiness.
Change Management – Own configuration, schedule, and baseline change processes, ensuring full traceability and adherence to contract and internal requirements.
IRAD & Internal Leverage – Coordinate with IRAD programs and internal engineering resources to reuse existing work, avoid duplication, and accelerate development.
Reporting & Communication – Provide status updates and executive briefings to leadership, customers, and other program stakeholders.
Process Compliance – Ensure all activities conform to Northrop Grumman policies, DoD regulations, and applicable industry standards.

Basic Qualifications
Bachelor’s degree and 8+ years of relevant experience, or a Master’s degree and 6+ years of relevant experience in program execution, product development, government contracting or related field.
Demonstrated experience identifying, tracking, and mitigating risks and opportunities within a complex development, production, or government contracting environment.
Demonstrated experience developing comprehensive program plan execution through production insertion.
Direct experience supporting two or more proposal efforts, including coordination, documentation, and cost and/or schedule integration activities.
Demonstrated collaboration across multiple functional organizations (e.g., supply chain, operations, manufacturing, mission assurance, business management, engineering).
U.S. Citizenship required.
Must have an active U.S. Government Secret security clearance with full investigation with the last 6 years at time of application, with the ability to obtain a Special Program Access (SAP) clearance prior to starting.
Preferred Qualifications
Bachelor’s or Master’s degree in a STEM discipline (Systems, Aerospace, Mechanical, Electrical, Software, Industrial Engineering, or related field).
Active SAP clearance.
Experience in any of the following roles on a DoD development program: Design‑Maturity Lead, Cost Account Manager, Program Planning & Scheduling Analyst, Project/Program Manager.
Leadership of cross‑functional IPTs supporting development or integration of advanced sensor or mission‑critical systems.
Expertise in building and maintaining risk registers, conducting risk‑reduction testing, and delivering documented mitigation plans that enable milestone readiness (e.g., CDR, PDR).
Hands‑on involvement across product development lifecycle phases—requirements, design, integration, test, and production transition.
Direct support of DoD contract deliverables, program reporting, or compliance documentation.
Proven change‑management experience, including configuration control, schedule updates, process improvements, and baseline adjustments.
Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and familiar with program‑management tools (e.g., MS Project & JIRA).
