Bureau of Labor and Industries (BOLI) - Are you an experienced technical leader with a passion for driving complex system implementations and delivering impactful business solutions? BOLI is currently recruiting for a full-time Application Analyst (Information Systems Specialist 6). This role is for someone who thrives in dynamic environments, can bridge technical and business needs and is comfortable managing multiple systems and projects simultaneously. BOLI is in the process of implementing a Case Management System and this role will also provide expert business engagement and technical leadership to procure, develop, and implement a modern case management system that supports the agency’s mission.
This is a permanent, full-time, SEIU-represented position. This recruitment may be used to establish a list of qualified candidates and may be used to fill additional vacancies as they occur.
Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This is a hybrid position with weekly in-person requirements for meetings, site visits, and other in-office responsibilities. The successful candidate will be eligible to work on a hybrid schedule based out of the Portland BOLI office.

Five (5) years of information systems experience in: (agency will specify specific experience).
OR
An associate’s degree in computer science, Information Technology, or related field.
OR
Completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in:
(agency will specify specific experience).
OR
A Bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: (agency will specify specific experience).
Strong understanding of business process analysis, process improvements and system implementation and support.
Hands-on experience with enterprise applications development and support.
Excellent analytical, problem solving and communication skills.
Proven ability to lead full system lifecycle development, ensuring high-quality, secure, and reliable application delivery through established standards and processes.
Expertise in designing scalable, secure enterprise application architectures across cloud and on-premises environments, translating business requirements into aligned technical solutions.
Knowledge of system integration, API development, and data modeling to enable seamless interoperability and data-driven decision-making. Ability to build & maintain dashboards.
Strong capability in managing technical projects and vendors, including solution evaluation, deliverable oversight, and alignment with enterprise standards and timelines. Proven ability to multitask and manage multiple projects simultaneously.
Expert-level proficiency in Tier 3 support, application security, and governance, including user access management, performance monitoring, and compliance adherence.

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials.
This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period. If you are already a PERS member, this position’s base salary will include a 6.95% increase for employee contribution.
