PRIMARY FUNCTION

Lead the design, development, and implementation of advanced software and information technology solutions for the Federal Aviation Administration (FAA) Office of National Engagement & Regional Administration (ARA) and Aviation and Space Education (AVSED) Community Engagement Activity Tracking System (CEATS).

ESSENTIAL FUNCTIONS

  • Facilitate and lead workshops to identify requirements and perform product demonstrations of Out-of-the-Box (OOTB) system features.

  • Collaborate with stakeholders to document requirements, identify process improvements, and provide best-practice recommendations.

  • Prepare workshop results presentations, including action plans, quality metrics, and workflow diagrams, within 5 business days of conclusion.

  • Design, develop, and maintain IT tools, ensuring compliance with FAA standards for desktop, laptop, and mobile interfaces.

  • Develop and implement process automations for enhanced functionality.

  • Perform solution architecture, application design, and software integration using Agile development methods.

  • Provide functional and user acceptance testing (UAT) and manage defect remediation and go-live transitions.

  • Plan, implement, and maintain a comprehensive Software Configuration Management Plan (SCMP).

  • Manage software change requests and ensure accurate documentation, impact analysis, and approval processes.

  • Collaborate with FAA stakeholders to assess system updates and future enhancements.

  • Develop risk management plans and software testing strategies to ensure system stability and performance.

  • Collect and analyze metrics, including cost, schedule, progress, and defect tracking, to optimize system performance.

  • Perform system sizing analyses and propose architectural improvements.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience with database design, website development (front-end and back-end), and UI/UX implementation.

  • Experience with modular, open software solutions compatible with Microsoft Dynamics 365, PowerApps, Azure Cloud Services, and other platforms.

  • Proven track record in designing and implementing Agile-based projects.

  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

  • Competency with following platforms, tools, and applications is preferred: Jira, MS Teams integration (Service Desk Chat functionality); Azure Synapse; SQL Server Management Studio; MS PowerBi, Leadership Connect, ServiceNow Public Sector Digital Services Pro, Automaton Engine Professional Unattended Robot, and SmartSheet

  • Experience with FAA-approved IT/software configurations and processes highly desired.

QUALIFICATIONS:

  • Bachelor's degree or higher in Engineering, Math, Computer Science, Information Technology, or a related field.

  • Minimum of 15 years of relevant experience in software development, system analysis, or IT solution architecture.
