Job Summary:

KBR is seeking a Program Analyst with a Top Secret Clearance to join our team. This position supports the NAVAIR PMA-231 Advanced Hawkeye Command and Control platform office. The successful candidate will team with other professionals in support of program execution. This position is not eligible for remote work; on-site support is required.

Roles and Responsibilities:

  • Develop, analyze, and maintain program plans, schedules, and budgets for assigned program areas, ensuring alignment with contract requirements and strategic objectives.
  • Conduct program planning and analysis activities to support decision-making and continuous improvement.
  • Collaborate cross-functionally to coordinate development and execution of program plans across engineering, logistics, and other support teams.
  • Interface regularly with government stakeholders, customers, and external vendors to ensure clear communication and alignment.
  • Monitor program performance against cost, schedule, and technical baselines; identify risks and recommend corrective actions as needed.
  • Provide day-to-day tracking and oversight of Modeling and Simulation (M&S) assets, ensuring accuracy and accountability.
  • Prepare and deliver configuration management status reports on a quarterly basis.
  • Support the review and assessment of advanced development initiatives and emerging capabilities.
  • Partner with logistics and engineering teams to track and manage Engineering Change Proposals (ECPs), Technical Directives (TDs), and avionics software updates.
  • Operate effectively in a dynamic, team-oriented environment supporting PMA-231 stakeholders

Basic Qualifications:

  • Bachelors Degree in engineering, science, business administration or equivalent experience. 5 years experience in technical program planning and implementation, contract interpretation, budget development and administration of government projects. An Associates Degree plus 4 years of additional work experience performing duties of relevant experience may be substituted for a Bachelors Degree OR 8 years additional work experience of relevant duties may be substituted for a Bachelors degree.
  • Strong understanding of defense acquisition, program execution, and stakeholder coordination.
  • Skilled at coordinating with various stakeholders and managing external relationships.
  • Familiarity with integrated master schedules, risk management, action tracking, and program performance metrics.
  • Demonstrated ability to independently identify issues, develop recommendations, and communicate effectively with senior Government leadership.
  • Experience integrating technical, schedule, cost, contracting, and operational information to support program decisions.
  • Experience supporting DoD/NAVAIR acquisition programs, preferably within an ACAT I/II environment.
  • Familiarity with configuration management, asset tracking, and logistics integration
  • A current Top Secret clearance with a background investigation completed within the last 5 years is required. Applicant selected shall be subject to a government security investigation and must meet eligibility requirements for access to classified information

Preferred Qualifications:

  • Clear and effective communication skills, including presenting ideas and working with all levels of organizational hierarchy.
  • Demonstrated ability to independently identify issues, develop recommendations, and communicate effectively with senior Government leadership.
  • Demonstrated critical thinking and problem-solving skills.

Work Location: Onsite required.

Compensation: $105,160.00 - $157,630.00. The salary range posted is for Maryland locations. The offered rate will be based on contract affordability, the selected candidate’s knowledge, skills, abilities, and/or experience, and in consideration of internal parity.
