Individual contributors with specialized knowledge and skills within a technical discipline. May direct the work of other lower-level professionals in the context of a project, process, or program. The majority of time is spent overseeing technical design, implementation, or delivery of projects, processes, or programs using technical skills acquired through advanced education or equivalent work experience.

This job family is responsible for the engineering and technical operations of the organization and managing or performing research and development. Activities include undertaking research, design, and development activities to improve the organization's products and services; designing, constructing, testing, and operating equipment; ensuring that standards of quality, cost, safety, reliability, timeliness, and performance are met in production processes; interpreting plans, drawings, and specifications; developing and testing theories on the properties of materials and ingredients under various conditions; and scientific research or quality testing in a laboratory environment.

Positions in this sub-family focus on designing, developing, implementing, and optimizing new or revised production processes for the efficient/economical mass production of goods including: designing arrangement of manufacturing equipment to ensure most efficient and productive layout; optimizing the interconnected components of a manufacturing system (e.g. plant location, personnel work flow/ergonomics, materials logistics, production process sequence, etc.); designing the sequence of production operations, specifying procedures for the fabrication of applicable tools and equipment, and adapting machinery in response to factory conditions; conducting tests throughout all stages of production to determine control over applicable variables and troubleshooting/solving production problems; providing guidance to product design engineering on technical specifications that will best utilize equipment and manufacturing techniques; and ensuring that production processes and procedures are in compliance with regulations.

Purpose: Achieves operational targets with some impact on results of job area. Works on smaller, less complex projects or task-related activities.

Qualifications/ Experience: Work requires elementary use and/or application of engineering principles, theories, and concepts.

Management & Supervision: Works under close supervision. Work is reviewed for soundness of technical judgment and accuracy.
