Torch Technologies is seeking an Operational Manager to join our team and support U.S. Central Command (USCENTCOM) in executing Joint Capability Operational Demonstrations (JCTD) and related capability development efforts. This role requires close collaboration with government stakeholders on-site at MacDill AFB, supporting operational planning, assessment, and technology transition activities.
As an Operational Manager, your duties will include the following, but are not limited to:
Provide day-to-day operational management of assigned Defense Innovation Accelerator (DIA) and Service/Agency capability development projects
Collaborate closely with Technical Managers, Transition Managers, and USCENTCOM Subject Matter Experts (SMEs) across multiple directorates
Serve as chairperson of the Operations Integrated Product Team (IPT), including management of cost work breakdown structures
Develop and support program documentation, including Implementation Directives, Management Plans, and monthly reporting to USCENTCOM J8 (CCJ8-RTT)
Develop and validate CONOPS, CONEMPS, TTPs, and Training Support Packages (TSPs)
Prepare white papers, position papers, and executive-level briefings for senior leaders and General Officers
Coordinate development of technology assessment strategies and support selection of independent assessment teams
Oversee execution of operational assessments and independent evaluation activities during test events
Provide test planning support, including requirement decomposition, assessment metrics, data collection plans, and execution documentation
Support development of USCENTCOM capability proposals to OSD and the Services
Apply analytical expertise to resolve complex operational issues and support test execution, including potential deployment
Support final report development and program closeout activities
Qualifications
U.S. Citizenship
Bachelor’s Degree and 5+ years of military or relevant operational experience
Minimum of 3 years of experience working at a Combatant Command, Service Headquarters, or Joint Staff level
Active TS/SCI security clearance required (must be able to maintain)
Program management experience including cost, schedule, and performance oversight
Working knowledge of Combatant Command staff activities and the Joint Capabilities Integration Development System (JCIDS) process
Experience evaluating operational requirements, including Joint Urgent Operational Needs and emergent requirements
Strong analytical, organizational, and problem-solving skills
Excellent written and verbal communication skills, including briefing senior leadership
Ability to work independently and collaboratively in a team environment
Preferred Qualifications
Experience working at USCENTCOM
Familiarity with DOTMLPF analysis and capability development processes
Experience supporting DoD technology development, assessments, and operational testing
Experience working with cross-functional teams and government stakeholders
Strong technical writing, reporting, and briefing experience
Advanced degree or relevant certifications in program management, operations, or related field
