A Day in the Life

The IT Program Manager plays a pivotal role in driving transformation and delivering high-impact technology solutions across the organization. Acting as a Scrum Master and servant leader, this role supports one or more Agile teams by facilitating core ceremonies, removing impediments, and fostering a culture of continuous improvement and self-management. This position will be a remote position in Costa Rica.

Responsibilities may include the following and other duties may be assigned: 

  • Serve as a Scrum Master (or leader or other Agile ways of working), servant leader, and coach for one or more Agile teams 

  • Facilitate all Scrum ceremonies (Sprint Planning, Daily Stand-ups, Sprint Reviews, Retrospectives) 

  • Works with, and assists, multiple Project Managers to coordinate, communicate, resolve issues, look for risks, and planning support for specific initiatives. 

  • Assist in coordinating efforts with other Scrum Masters, PMs, and teams to identify and manage dependencies in work. 

  • Help the team focus on creating high-value solutions that meet agreed quality standards 

  • Creates transparency through visual dashboards, information radiators, and actively promoting clarity in all communications 

  • Ensure that development activities are accurately accounted for in existing project management tooling and processes 

  • Facilitate the removal of impediments that slow the team down 

  • Optimize effectiveness of the product team, by coaching team members in self-management and cross-functionality 

  • Coaching the team towards high performance and ownership of its own learning & improvement journey 

  • Helps employees, leaders and other stakeholders to understand and apply empirical approaches to complex product development. 

  • Ensure that the chosen agile methodology is applied effectively 

  • Coaching and mentoring team members and others in the organization to understand and get maximum value from using agile methodologies 

  • This is an IT role, so provides leadership for those involved in the development, design and optimization of one or more information technology and systems functions supporting company business processes and technical information systems platforms. 

  • Ensures infrastructure architecture maximize efficiency and support platform compatibility. 

  • Coordinates delivery of services to user groups and ensures IT service is uninterrupted. 

Required Knowledge and Experience: 

  • Bachelor's degree in computer science, Information Technology, or related fields 

  • Completely fluent in English  

  • Minimum of five years of experience in a project leadership role

  • Scrum Master knowledge is advantageous

Provides leadership for those involved in the development, design and optimization of one or more information technology

Responsibilities include, but are not limited to, analysis, selection and modification of enterprise systems, application
software, installation of network hardware/software and database management.
Provides direction for the effort required to protect the company's data, tools and information systems.
Ensures infrastructure architecture standards maximize efficiency and support platform compatibility.
Usually requires subject matter knowledge of user group for practical application of system characteristics.
Coordinates delivery of services to user groups and ensures IT service is uninterrupted.
Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

PROGRAM MANAGEMENT CAREER STREAM: Program Managers and Directors focus on tactical, operational activities for a major program with broad or ongoing impact. Levels within the program management career stream typically accomplish program objectives through matrixed employee teams and / or vendors who are not direct reports but for which the incumbent has direct accountability to lead. The majority of time is spent overseeing their area of responsibility, managing program/team performance, communicating project and operational developments, planning, prioritizing and / or directing the responsibilities of program team members. Goal achievement is typically accomplished through performance of program team members.


DIFFERENTIATING FACTORS
Autonomy: Manages one or more small-scale, developed or mature programs with well-defined program plans and delivery methodologies. Is accountable for overall program process, performance, and customer satisfaction.
Organizational Impact: Provides input to establishing program objectives, timelines, milestones, and budgets. Recommends new policies and procedures that affect program management. May have budget accountability for one or more programs. Program decisions are generally made only after consultation with higher level management.
Innovation and Complexity: Problems faced are difficult, and require detailed information gathering, analysis and investigation to understand the problem. Problems typically impact multiple workstreams, departments or specialties. Modifies programs management processes to improve program.
Communication and Influence: Communicates and leads meetings with internal and external customers and vendors, conducts briefings to higher level management team. Solves issues through information exchange, influence and active persuasion without direct exercise of command to gain cooperation of other parties on program execution plans.

Leadership and Talent Management: Leads, directs and reviews the work of a team of professionals and/or vendors who exercise latitude and independence in their assignments. Direct involvement in daily tasks necessary for successful program execution. Not directly responsible for hire or fire decisions and people management.


Required Knowledge and Experience: Requires practical knowledge in leading and managing the execution of processes, projects and tactics within one job area. Typically has advanced knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization. Requires a Baccalaureate degree (or for degrees earned outside of the United States, a degree which satisfies the requirements of 8 C.F.R. § 214.2(h)( 4)(iii)(A) and minimum of 5 years of relevant experience, or advanced degree with a minimum of 3 years of relevant experience.
